Karnataka Chief Minister Siddaramaiah Rebuts BJP's Budget Allegations

In a robust defense of the state's financial strategy, Karnataka Chief Minister Siddaramaiah on Saturday dismissed the Bharatiya Janata Party's (BJP) accusations that the budget is overly reliant on debt and favors specific communities. Speaking in Mysuru, he emphasized that the government has strictly adhered to fiscal discipline within legal frameworks.

Fiscal Discipline and Debt Management

Siddaramaiah countered claims of excessive borrowing by highlighting the state's compliance with the Fiscal Responsibility and Budget Management Act of 2003. He pointed out that Karnataka's debt stands at 24.9% of its Gross Domestic Product (GDP), well within the statutory limit of 25%. "What does the Fiscal Responsibility Act say? It says the debt should be within 25% of GDP. Our debt is 24.9 per cent. Is it within 25% or more than that? Perhaps it would be good if they read the Act," he asserted.

He further argued that development initiatives necessitate borrowing, provided it aligns with fiscal norms. "Let them say how much debt Prime Minister Narendra Modi-led Centre has taken. Development cannot be achieved without borrowings," Siddaramaiah stated, drawing a comparison with the central government's debt figures.

Comparative Analysis with Central Government

The Chief Minister provided a detailed comparison of fiscal indicators between Karnataka and the Union government. He noted that the central government's total debt has reached Rs 218 lakh crore, with Rs 165 lakh crore accumulated over the past 11 years. In contrast, Karnataka maintains a lower fiscal deficit. "Do you know what our fiscal deficit is? It's 2.9%. That means it is within 3% of GDP," he explained, adding that the state's GDP is approximately Rs 33.5 lakh crore, while the national fiscal deficit is at 4.4%.

Inclusive Development and Budget Focus

Addressing allegations of bias in the budget, Siddaramaiah reaffirmed the government's commitment to inclusive growth. He stated that the budget aims to foster social justice and equal opportunities across all sections of society, including scheduled castes, scheduled tribes, backward classes, and minorities. "We have worked to ensure social justice. We have worked to provide equal opportunities to everyone. A budget is meant for the development of the entire state," he emphasized.

Impact of GST Amendments on State Finances

Siddaramaiah also highlighted the adverse effects of Goods and Services Tax (GST) rate changes on Karnataka's revenue. He alleged that the nationalization of the GST system resulted in a significant financial loss for the state. "Because the GST amendment was made and the system was nationalised, we lost about Rs 10,000 crore," he said, underscoring the challenges posed by central tax policies.
