Jharkhand Government Initiates Probe into DMFT Fund Irregularities

In a significant development in the Jharkhand state assembly, Minister Yogendra Prasad on Monday assured lawmakers that the government is conducting a thorough inquiry into alleged irregularities in the spending of District Mineral Foundation Trust (DMFT) funds. He emphasized that any individuals found guilty in the investigation would face strict legal action without exception.

Expansion of DMFT Coverage and Development Concerns

Minister Prasad also confirmed that the state government intends to write to the central government to request an increase in the coverage area under the DMFT scheme. This assurance came in response to a question raised by MLA Pradeep Yadav, who highlighted that current rules restrict DMFT fund expenditure to priority areas within a 10-kilometer radius, with remaining funds allocated within a 25-kilometer radius. Yadav argued that this provision is resulting in unequal development across districts, leaving some regions underserved.

Prasad acknowledged that the state government had previously raised objections with the Centre regarding these area limitations. He further stated that the government would explore strategies to develop areas currently deprived under the DMFT plan, aiming for more equitable resource distribution.

Opposition Criticisms and Diversion of Funds

During the assembly discussion, Leader of Opposition Babulal Marandi voiced strong concerns, alleging that DMFT funds are being diverted from essential needs such as drinking water, road infrastructure, and healthcare to less critical projects like gymnasium constructions. MLA C P Singh echoed these criticisms, accusing the government of inaction and "seemingly sleeping over the issue" until now.

Environmental and Industrial Scrutiny in Tourist Areas

In a related matter, Minister Prasad addressed a question from MLA Prakash Ram regarding illegal brick kilns in the Mccluskiegunj area of Ranchi district. He announced that the government is conducting a scrutiny of these kilns and will take decisive action against any found operating illegally. Ram had pointed out that Mccluskiegunj is a tourist zone, and unauthorized industrial activities are leading to deforestation, threatening the local environment and tourism potential.

AI Policy and Startup Integration Debated

The assembly also delved into technological advancements, with MLA Saryu Roy inquiring about the state government's policy or programs for utilizing artificial intelligence (AI) in government operations. In response, Minister Deepak Birua stated that the government is actively striving for better AI implementation. He revealed plans to review 101 startup ideas in this context to foster innovation.

However, Roy contested this approach, arguing that there is no direct relation between startups and AI, and noted that AI has not been explicitly mentioned in the government's existing startup policy, calling for more focused strategies.

Compensation for Displacement Due to Coal Mines

Another critical issue raised during the session came from MLA Roushan Lal Choudhary, who highlighted the need for compensation for persons displaced due to coal mining activities in Hazaribag and Ramgarh districts. This underscores ongoing challenges in balancing industrial development with social welfare in mineral-rich regions.
