INLD Levels Serious Allegations of Financial Mismanagement Against Haryana Government

The Indian National Lok Dal (INLD) launched a scathing attack on the Nayab Singh Saini-led government in Haryana on Tuesday, accusing it of gross financial mismanagement and failure to implement crucial welfare schemes. The opposition party presented detailed data showing that over 300 out of 728 people-centric welfare schemes announced in the 2025-26 budget remain completely unimplemented.

Armed with information obtained from the Online Budget Allocation Monitoring and Analysis System – a portal managed by the finance department – former finance minister and senior INLD leader Sampat Singh revealed alarming figures. "The data exposes the government's sincerity toward financial management," Singh declared during his presentation.

According to Singh's analysis, the government made a total of 729 announcements in the 2025-26 budget. Approximately 300 of these announcements, with a combined allocation of Rs 7,500 crore, showed absolutely zero expenditure as of March 31, 2026.

Specific Departments Show Complete Implementation Failure

The INLD leader provided department-wise breakdowns to substantiate his allegations:

  • Agriculture and Farmers' Welfare Department: Rs 406.12 crore allocated for subsidised agricultural infrastructure – zero expenditure
  • Panchayati Raj and Development Department: Rs 890 crore allocated under State Finance Commission for rural development – zero expenditure
  • Swachh Bharat Mission: Rs 248 crore allocated – zero expenditure
  • Karnal Smart City Project: Rs 73 crore allocated – zero expenditure
  • Healthcare Services and National Cancer Prevention Programme: Rs 357 crore allocated – zero expenditure

Serious Questions About Government Claims

Sampat Singh raised fundamental questions about the government's functioning and transparency. "It shows either the government has completely collapsed in planning and execution of such schemes, or officials are misleading the chief minister and concerned authorities," he stated emphatically.

The senior leader directly challenged Chief Minister Nayab Singh Saini's claims about budget utilization. "Otherwise, it puts serious doubts about CM's claims of the state utilising 98% of the allocated budget," Singh added, highlighting the contradiction between official statements and actual expenditure data.

Broader Implications and Political Fallout

The INLD's allegations point to what they describe as systemic failure in governance. "The failure to spend even a single penny on these schemes constitutes gross financial mismanagement on the part of the BJP government," Singh asserted during his presentation.

The government is merely engaging in event management within the state," the senior leader concluded, suggesting that announcements were being made for political optics rather than genuine implementation.
