The Indore Municipal Corporation (IMC) has declared that property owners whose legal land is acquired for road widening projects in the Chhawani and Jinsi corridors will receive transferable development rights (TDR) certificates as compensation. These projects are part of the ongoing master plan to ease traffic congestion in the city.
Details of Compensation via TDR Certificates
IMC Commissioner Kshitij Singhal explained that affected landholders can use TDR certificates to claim additional floor area ratio (FAR) on the remaining portion of their plots during new layout approvals. Alternatively, if the remaining land cannot accommodate extra construction, owners can sell the TDR certificates anywhere within IMC limits based on the prevailing Collector guideline rates to liquidate their compensation.
To initiate the process, the civic body has instructed property owners to submit their land title deeds and ownership documents to the building officer or inspector at their respective zonal offices.

The policy announcement follows public dissatisfaction regarding demolition drives in the 136-year-old Chhawani settlement. Residents and political activists on Saturday evening carried out a ‘Nyay Yatra’ rally to oppose the administrative action. Locals alleged that the demolitions were executed hastily without proper consent or prior compensation, leaving residents insufficient time to salvage belongings. They further pointed out that while the official demarcation required removing up to 10 feet of structures, actual demolitions extended up to 20 feet in multiple locations, affecting legally registered properties.
IMC's move aims to address these concerns by providing a structured compensation mechanism through TDR certificates, which can be utilized or monetized by the affected property owners.
