The Hyderabad Disaster Response and Assets Protection Agency (HYDRAA) has announced a significant one-month grace period for shops and commercial establishments across the city to comply with mandatory fire safety regulations. Addressing shop owners and representatives of various traders' associations during a comprehensive review meeting, HYDRAA commissioner AV Ranganath clarified that this temporary pause in sealing non-compliant establishments was specifically in response to repeated requests from the trading community. "This is a one-time opportunity provided in consideration of the practical challenges faced by business owners," Commissioner Ranganath emphasized. "After this one-month period concludes, our inspection teams will intensify their vigilance across all commercial zones. There will be absolutely no leniency or extensions granted beyond this deadline."
Background of Safety Drive
The commissioner detailed that HYDRAA, in collaboration with multiple agencies including the Greater Hyderabad Municipal Corporation (GHMC), fire services department, police authorities, and electricity department officials, recently conducted extensive joint inspections. This coordinated safety drive was initiated following a series of alarming fire incidents across Hyderabad.
One particularly tragic incident that prompted this intensified focus was the deadly blaze at a furniture showroom in Nampally, which claimed five precious lives. As part of the initial enforcement actions, authorities have already sealed nine commercial establishments found to have serious and dangerous violations of fire safety protocols.
Conditions for Reopening Sealed Establishments
Commissioner Ranganath specified that the nine sealed shops would only be permitted to resume their commercial operations after their owners submit formal, legally-binding affidavits. These documents must provide concrete assurances of full compliance with all prescribed fire safety regulations. The affidavit system is designed to create accountability and ensure business owners take their safety responsibilities seriously.
Comprehensive Awareness Campaign
Beyond enforcement, HYDRAA plans to launch an extensive public awareness and education program targeting key commercial areas throughout Hyderabad. Priority zones identified for this initiative include the historically congested Old City, Begum Bazaar, Troop Bazaar, and Madina Centre.
The awareness campaign will involve multiple approaches:

Basement Storage Dangers: He strongly emphasized the extreme dangers of using building basements as storage spaces or makeshift godowns. "In fire emergencies occurring on upper floors, occupants still have the possibility of escaping downward to safety," he explained. "However, fires originating in cellars leave virtually no escape routes and frequently result in tragic fatalities." This warning directly referenced the Nampally tragedy, where locked security grills and excessive storage materials in the basement contributed significantly to the loss of life.
Essential Safety Equipment: The commissioner mandated that all commercial establishments must:
- Install and properly maintain functional fire extinguishers at accessible locations
- Equip premises with operational smoke detectors and automatic sprinkler systems
- Ensure all electrical wiring meets safety standards and avoid overloading power supply systems
Access for Emergency Services: Ranganath additionally stressed the critical importance of maintaining clear, unobstructed access routes for fire tenders and emergency response vehicles at all times. This requirement is particularly crucial in Hyderabad's densely populated and often congested commercial zones, where narrow lanes and illegal parking frequently hinder emergency access.
