Hyderabad Residents File Formal Complaint Over Neglected Bolarum Road
Residents of ward No. 8 in Bolarum, Hyderabad, have submitted a formal complaint alleging that the Secunderabad Cantonment Board has neglected a crucial stretch of Doveton Road for more than 15 years. In a representation sent to senior defence and government authorities, the residents highlighted the severe deterioration of the road near the Shiva temple, which they describe as an 'urban ravine'. They warn that this damaged section poses significant risks to daily commuters, senior citizens, and devotees visiting the temple.
Decades of Inaction and Safety Concerns
According to the complaint, no road laying or maintenance work has been carried out on this stretch for over a decade-and-a-half, despite repeated representations made over the past ten months. Residents allege a complete lack of response from engineering officials, with no site inspections conducted and no clarity provided on budget allocation or utilisation for public works in the area. This prolonged neglect has led to hazardous conditions that endanger the community.
Legal Grounds and Constitutional Rights Cited
The residents have invoked legal provisions to support their case. They point to section 62 of the Cantonments Act, 2006, which mandates the board to maintain public streets, drains, and civic infrastructure. Additionally, they cite Article 21 of the Constitution, arguing that the poor road conditions compromise their fundamental right to a safe and secure environment. This legal framework underscores the board's statutory obligations to address the issue.
Demands for Immediate Action and Accountability
In their complaint, the residents have called for an immediate joint site inspection by the CEO's office and the local military authority. They have also demanded that the road be included in the emergency works list for the 2026-27 period and requested a written explanation for the prolonged inaction.
