During the winter session of the Haryana Vidhan Sabha on Monday, Adampur's legislator, Chandra Prakash, launched a vigorous appeal for the accelerated development of his constituency and the wider Hisar district. He pressed the state government to ensure the timely completion of all pending projects and made a strong case for establishing premier higher education institutions in the region.
Push for Premier Institutes and Metro Connectivity
Addressing the assembly, MLA Chandra Prakash urged Speaker Harvinder Kalyan to acknowledge the strategic importance of Hisar. He argued that setting up top-tier institutions like All India Institute of Medical Sciences (AIIMS), Indian Institute of Technology (IIT), Indian Institute of Management (IIM), and Institute of Management Technology (IMT) in the district would benefit not just Haryana but also neighbouring states.
He highlighted that thousands of acres of government land are available in Hisar, which should be utilised to build these campuses and secure a strong future for the youth. Further, to improve regional connectivity, he demanded metro connectivity between Hisar and Delhi.
Infrastructure Deficits and Water Woes
Shifting focus to acute grassroots issues, the MLA pointed out persistent problems in basic infrastructure. He stated that Balsamand village in Adampur and several villages in the Nalwa constituency have been suffering from severe irrigation and drinking water shortages for years.
As a solution, he demanded the construction of a new canal from Tohana Head to Nalwa, Balsamand, and adjoining villages. He also drew attention to the pitiable state of Government College, Balsamand, which operates from a primary school building due to the lack of its own infrastructure and adequate teaching staff, severely impacting students' education. He informed the House that land has been allotted by the gram panchayat and demanded immediate construction of the college building.
Unfulfilled Promises and Public Distress
Chandra Prakash recalled assurances given during the previous assembly session, where the government promised to complete development works in Adampur by December 31. However, construction of roads, sewerage, and drinking water pipelines remains pending. He demanded these works be completed without further delay to provide relief to residents.
Describing the ground situation, he said dilapidated roads have led to constant dust pollution, causing a rise in asthma cases. The lack of basic facilities is forcing residents to migrate, particularly from areas like Adampur Mandi, Jawahar Nagar, and Line Par.
Demands for Rights and Administrative Status
The MLA also put forth demands concerning ownership rights. He urged the government to grant ownership rights to residents of five villages in Beed and to take concrete steps for providing ownership rights to 250 families of Guru Ravidas Colony in Mandi Adampur.
Reiterating a long-standing demand, Chandra Prakash called for granting sub-division status to Adampur and Balsamand. He mentioned that a memorandum has already been submitted to a government-formed committee through the deputy commissioner and personally to the committee chairman, Krishna Lal Panwar. He asserted that creating these subdivisions would significantly accelerate development in the Adampur constituency.
