Himachal Congress Leaders Slam BJP Over Revenue Deficit Grant Stance
In a sharp escalation of political tensions, senior Congress leaders in Himachal Pradesh have launched a scathing attack on the Bharatiya Janata Party (BJP), demanding an immediate end to what they call misleading public statements regarding the critical revenue deficit grant (RDG). Agriculture Minister Chaudhary Chander Kumar and Education Minister Rohit Thakur issued a joint press statement on Wednesday, directly targeting Leader of the Opposition Jai Ram Thakur.
Constitutional Right Under Threat
The ministers emphasized that the revenue deficit grant is not merely a financial allocation but a fundamental constitutional right guaranteed under Article 275(1) of the Indian Constitution. They warned that any discontinuation of this grant could have devastating consequences for the state's economy, potentially costing Himachal Pradesh approximately Rs 10,000 crore annually. This substantial financial shortfall, they argued, would severely impact development projects, public services, and overall economic stability across the mountainous state.
Criticism of Opposition Leader's Position
Chaudhary Chander Kumar and Rohit Thakur expressed strong disapproval of Jai Ram Thakur's recent suggestions that externally aided projects (EAPs) could serve as viable substitutes for the revenue deficit grant. They clarified a crucial distinction: EAPs are loans that require repayment with interest, whereas RDG is a non-repayable constitutional entitlement. The ministers accused the BJP leader of presenting misleading alternatives that do not address the core issue of the state's rightful financial support.
"The people of Himachal Pradesh are intelligent and will not be swayed by such political games played over matters central to our state's interests," the ministers stated firmly in their press release. They asserted that the BJP is engaging in political maneuvering rather than addressing substantive governance issues that directly affect Himachal's residents.
Failed Representation and Contradictory Stances
The cabinet ministers highlighted that despite public pressure prompting Jai Ram Thakur to meet with the Union Finance Minister, he returned without securing any concrete assurances for the restoration of the revenue deficit grant. "He did not represent Himachal's constitutional rights firmly before the central leadership," they criticized, suggesting inadequate advocacy for the state's financial needs.
Adding to their critique, the ministers pointed out what they called a perplexing contradiction in Thakur's position. They noted that before both the 15th and 16th Finance Commissions, the BJP leader had previously expressed support for the continuation of the revenue deficit grant. His current opposition to it, they argued, is incomprehensible to the people of Himachal Pradesh and represents a significant reversal of his earlier stance.
Congress's Unwavering Commitment
In their concluding remarks, Chaudhary Chander Kumar and Rohit Thakur reiterated their party's steadfast commitment to defending Himachal Pradesh's constitutional entitlements. They promised to raise the revenue deficit grant issue on every possible platform, both within the state and at the national level. "We will not compromise on the state's constitutional rights under any circumstances," they declared, emphasizing that the grant is essential for maintaining economic stability and ensuring continued development across Himachal Pradesh.
The ministers also noted that no BJP leader has yet voiced support for restoring the crucial grant, further underscoring what they perceive as the opposition party's neglect of the state's financial welfare. This political confrontation sets the stage for continued debate over fiscal federalism and state rights in the coming months.
