Residents of Ardee City escalated their concerns through the state government's grievance portal, CM Window, after noticing discrepancies in the road construction. The residents' welfare association (RWA) proactively sent samples to a private ISO-certified laboratory in Delhi for comprehensive testing.

The laboratory results were alarming: compressive strength readings of the samples ranged from 15.9 to 32.2 megapascals (MPa), with an average of just 25.9 MPa. In stark contrast, M50 concrete typically requires compressive strength of approximately 50 MPa, highlighting a significant deviation from contractual obligations.

MCG's Stern Response and Contractual Enforcement

In response to these findings, MCG issued a formal notice to the contractor, directing the immediate dismantling and replacement of all substandard tiles with materials that comply with approved specifications. An MCG official emphasized, "A notice has been issued to the contractor. Payment will be made only after the work is completed according to the specifications mentioned in the tender." The official added that no payments have been released to the contractor thus far, underscoring the corporation's commitment to quality assurance.

The notice stipulates a strict 10-day deadline for the removal and replacement of the inferior tiles. Failure to comply could result in the cancellation of the contract and initiation of blacklisting proceedings against the agency, demonstrating MCG's zero-tolerance policy towards contractual violations.

Project Details and Extent of Substandard Work

The road project, initiated with a work order dated February 27, 2025, was estimated at Rs 1.7 crore with a six-month completion timeline. According to the tender, the contractor was required to lay 100 mm-thick ISI-marked interlocking concrete paver blocks using M50-grade cement over a bed of fine sand. However, residents reported that the contractor had already laid 8,523 square meters of road using substandard tiles out of the total 17,500 square meters assigned, meaning nearly half the work was completed with non-compliant materials before complaints were raised.

This incident highlights the critical role of community oversight in public infrastructure projects and raises questions about monitoring mechanisms during construction phases. The proactive stance of Ardee City residents has not only exposed potential malpractice but also prompted corrective action from municipal authorities, setting a precedent for accountability in urban development projects.
