Dibrugarh, Assam, has been transformed into a fortress with extensive security measures as Chief Minister Himanta Biswa Sarma prepares to hoist the national flag at the Khanikar Parade Ground on Monday, leading the state-level celebrations of the 77th Republic Day. This high-profile event comes amid a boycott call by the outlawed Ulfa (Independent), prompting authorities to implement a multi-layered security apparatus to ensure safety and order.
Dibrugarh's Growing Significance as Assam's Second Capital
This marks the second consecutive year that Chief Minister Himanta Biswa Sarma will preside over Republic Day celebrations in Dibrugarh, solidifying the city's emerging status as Assam's second capital. In a historic break from tradition last year, CM Sarma unfurled the tricolour in Dibrugarh for the first time, establishing a new pattern where he participates in Independence Day celebrations in Guwahati while marking Republic Day in this upper Assam city.
Comprehensive Security Blueprint Unveiled
Dibrugarh Senior Superintendent of Police Abhijit Gurav outlined the extensive security arrangements being implemented. "We have established a three-layer security perimeter around the parade ground and its vicinity," Gurav stated. "Our approach involves extensive ground-level preparations to ensure foolproof arrangements for the CM's visit." The preparations involve meticulous coordination between multiple security agencies.
Intensive Verification and Surveillance Measures
The security blueprint includes an intensive house-to-house verification drive covering a 1,800-metre radius from the parade ground, designed to identify and eliminate potential vulnerabilities. "We are conducting thorough verification to ensure no security loopholes exist in the area surrounding the venue," Gurav emphasized.
Authorities have deployed cutting-edge surveillance technology, including:
- Continuous CCTV monitoring
- Sniffer dog squads
- Metal detection systems
"Round-the-clock surveillance using advanced technological tools has been activated to guarantee maximum safety for all participants and spectators," the SSP confirmed.
Strategic Checkpoints and Area Domination
Strategic temporary checkpoints have been established on all approach roads leading to the parade ground, staffed by armed personnel conducting rigorous inspections. "Every entry and exit point to the town is being monitored closely," Gurav explained. "Vehicle and personal checks are being carried out systematically to intercept any potential threats."
Additional security measures include:
- Removal of abandoned and unclaimed vehicles from roads
- Continuous area domination exercises
- Night patrolling operations
- River patrolling activities
Enhanced Security for Critical Infrastructure
The protective umbrella extends well beyond the parade ground, encompassing critical infrastructure across Dibrugarh. Key locations placed under enhanced security protocols include:
- Dibrugarh Airport
- Dibrugarh Railway Station
- Bogibeel Bridge
- Oil pipelines
- Major road bridges
- Bus terminals
- Commercial marketplaces
"Our objective is singular and clear — to ensure that citizens can celebrate Republic Day peacefully and without fear," the SSP added.
Public Cooperation Sought for Smooth Celebrations
The district administration has appealed to citizens to cooperate with security personnel and report any suspicious activities to ensure the smooth conduct of the celebrations. This comprehensive security approach reflects the government's commitment to maintaining peace and security during important national events, even in the face of potential threats from banned organizations.
