Bihar MLAs Spend ₹3,633 Cr on Development Schemes

Patna witnessed a significant disclosure on Wednesday as Bihar's Planning and Development Minister, Bijendra Prasad Yadav, presented a detailed account of development expenditure by the state's legislators over the past five years. The data highlights the substantial funds channeled into local area development through key government schemes.

MMKVY: A Major Driver for Constituency Development

Minister Bijendra Prasad Yadav announced that members of the 17th Bihar Legislative Assembly and the State Legislative Council utilized a total of Rs 3,633.25 crore under the Mukhya Mantri Kshetra Vikas Yojana (MMKVY). This spending occurred between the financial years 2021-22 and 2025-26.

The minister provided a breakdown, stating that against an estimated allocation of Rs 5,088 crore for the period, the amount was spent on executing 72,206 distinct development schemes. He further added that work is currently in progress on an additional 17,621 schemes.

A key feature of the MMKVY is the corpus allocated to each legislator for recommending works in their constituency. Yadav noted that this fund was Rs 3 crore per legislator each financial year, which was increased to Rs 4 crore starting from FY 2023-24.

Parallel Progress Under MP-LAD Scheme

The review also covered the Member of Parliament Local Area Development Scheme (MPLADS). According to the minister, for recommendations from members of the 18th Lok Sabha in Bihar, 1,108 schemes out of 2,456 were completed by November 2025, involving an expenditure of Rs 117.64 crore.

For the preceding 17th Lok Sabha, the completion rate was even higher. 12,190 schemes out of 13,093 were finished, with a total spending of Rs 621.90 crore.

Regarding Rajya Sabha members, Yadav stated that between FY 2014-15 and 2025-26, 2,914 schemes out of 3,792 recommended under MPLADS were completed at a cost of Rs 261.95 crore. Work is ongoing on the remaining 868 schemes.

Economic Backdrop: Bihar's Robust GDP Growth

Presenting the macroeconomic context, Minister Yadav shared impressive figures on Bihar's economic growth. The state registered a Gross State Domestic Product (GSDP) growth rate of 13.09% at current prices. When measured at constant prices (base 2011-12), the growth stood at a solid 8.64%.

In terms of per capita income, the state achieved a per capita GSDP of Rs 76,490 at current prices in FY 2024-25. At constant prices, the per capita figure was Rs 40,973.

The minister emphasized the government's focus on systematic data collection for all development schemes. He revealed that information being gathered from various departments will be made available on the planning department's portal by the end of the current fiscal year, promoting transparency.

The press briefing was also attended by the department's Principal Secretary, Mayank Warwade, Director Ranjit Kumar, and other senior officials.
