Bihar Governor Presents Nitish Government's Comprehensive Development Agenda for 2026-27

During the crucial Budget Session of the Bihar Legislature, Governor Arif Mohammed Khan outlined an ambitious seven-point agenda for the Nitish Kumar-led government, setting the tone for the state's development trajectory in the coming fiscal year. The comprehensive plan addresses multiple sectors with specific targets and measurable outcomes.

Seven Resolutions for Bihar's Transformation

The governor's address to the joint session of the Bihar Legislative Assembly and Council detailed seven key resolutions that will guide government policy and action over the next five years. These resolutions represent a holistic approach to governance and development across critical sectors of the state's economy and society.

The first resolution, titled 'Double Employment and Double Income', focuses on the government's commitment to generating substantial employment opportunities across various sectors. This initiative aims to address the persistent challenge of unemployment while simultaneously working to increase household incomes throughout the state.

The second resolution, 'Prosperous Industry Strong Bihar', places special emphasis on industrial growth and development. The government plans to establish new industries across Bihar over the next five years, creating a more diversified economic base and reducing dependence on traditional sectors.

The third resolution concentrates on agricultural initiatives, recognizing the continued importance of the farming sector to Bihar's economy and food security. Specific measures to support farmers and enhance agricultural productivity are expected to be detailed in subsequent policy announcements.

Social Sector Development and Infrastructure Focus

The fourth resolution, 'Advanced Education-Bright Future', outlines ambitious plans for educational infrastructure. The government intends to open model schools and degree colleges in every block of the state, significantly expanding access to quality education across Bihar's diverse regions.

The fifth resolution, 'Easy Health, Safe Life', addresses healthcare infrastructure needs with plans to establish new facilities ranging from block-level community health centers to specialized district hospitals. This expansion aims to improve healthcare accessibility for all citizens.

The sixth resolution, 'Strong Foundation – Modern Expansion', focuses on planned urban development and infrastructure projects. The agenda includes pushing forward with expressway construction while paying special attention to tourism development as a growth sector for the state's economy.

The seventh and final resolution, 'Sabka Samman-Jeevan Aasan', represents an action plan to simplify citizens' lives through modern technology and sensitive administration. This resolution emphasizes governance reforms and technological integration to improve service delivery and citizen experience.

Governor Highlights Central Government Support and Social Harmony

Governor Khan emphasized that Bihar has been receiving complete support from the central government for its various development projects. "Our state is continuously progressing," Khan stated during his address. "Development work is being carried forward at a rapid pace. More work will be done in the next five years, which will significantly advance Bihar, making it one of the most developed states in the country and making a significant contribution to the nation's progress."

The governor also addressed matters of social harmony, noting that police were taking appropriate action in cases of communal incidents. He highlighted the state government's initiative since 2006 to fence Muslim graveyards, particularly in mixed-population and sensitive areas, with a significant number already completed. "An atmosphere of peace and harmony now prevails in society," Khan asserted.

Additionally, the governor mentioned that since 2016, Hindu temples older than 60 years have also been fenced to prevent thefts, demonstrating the government's commitment to protecting religious sites across communities.

Session Conducted Amid Opposition Protests

The governor's address occurred against a backdrop of mild interruptions from opposition members regarding the death of a medical aspirant found deceased in her hostel room the previous month. The case has since been transferred to the Central Bureau of Investigation for thorough examination.

Opposition parties held protests at the beginning of the Assembly session, reflecting ongoing political tensions. Notably, Leader of Opposition Tejashwi Prasad Yadav attended the session in a wheelchair due to leg injuries, demonstrating his commitment to participating in the legislative process despite physical challenges.

The Budget Session represents a critical moment for Bihar's political and development landscape, with the government's seven resolutions setting ambitious targets for employment generation, industrial growth, agricultural development, educational expansion, healthcare improvement, urban infrastructure enhancement, and governance reform. As these initiatives move from resolution to implementation, their impact on Bihar's development trajectory will become increasingly apparent in the coming months and years.
