Bihar Deputy CM Vijay Choudhary Assumes Water Resources Portfolio, Issues Directives for Project Completion
In a significant development for Bihar's infrastructure, Deputy Chief Minister Vijay Kumar Choudhary, who has taken charge of the Water Resources Department (WRD), issued clear instructions on Thursday to engineers and officials. He emphasized the urgent need to ensure the timely completion of all ongoing schemes across the state, without any compromise on quality standards.
Focus on Anti-Erosion and Flood Management Projects
The schemes under scrutiny include critical initiatives related to anti-erosion measures, comprehensive flood control and management systems, and the repair of embankment breaches caused by last year's devastating floods. A notable project mentioned is the Ismailpur embankment in the northern Bhagalpur district, which requires immediate attention to prevent future disasters.
Choudhary's elevation to the deputy CM position occurred on Wednesday as part of the new government formation, with Samrat Choudhary assuming the role of Chief Minister. Upon taking charge of the WRD on Thursday, he was formally welcomed by Principal Secretary Santosh Kumar Mall, who presented him with a bouquet in a ceremonial gesture.
Call for Transparency and Eradication of Corruption
After assuming his responsibilities, Deputy CM Choudhary directed all engineers and departmental officers to implement effective arrangements for the speedy execution of schemes and projects. He stressed the paramount importance of transparency in operations, the complete eradication of corrupt practices, and the introduction of a significantly improved work culture within the department.
"The Water Resources Department must contribute actively to the overall development of Bihar," Choudhary stated, highlighting that these reforms are essential for the state's progress and for safeguarding communities from water-related calamities.
State-Level Review Meeting Conducted via Video Conference
Following the deputy CM's directives, a comprehensive state-level review meeting was organized through video conferencing. Principal Secretary Santosh Kumar Mall led the session, joined by three engineers-in-chief responsible for flood control, headquarters operations, and additions to irrigation potential.
The meeting saw participation from all 21 chief engineers, 71 superintending engineers, and 220 executive engineers who are currently posted in various field locations across Bihar. During the review, Mall communicated the specific concerns and expectations of both Chief Minister Samrat Choudhary and Deputy CM Vijay Kumar Choudhary regarding project timelines and quality assurance.
Engineers Asked to Submit Suggestions for Work Culture Improvement
In a proactive move to foster innovation and efficiency, Principal Secretary Mall instructed all engineers—from junior and assistant engineers to higher-ranking officials—to submit their written suggestions within three days. These recommendations should focus on practical ways to improve the departmental work culture and enhance the effective execution of schemes and programs.
Mall also encouraged the engineers to undertake a thorough self-assessment to identify areas for personal and professional improvement. The suggestions, which can be submitted via email or in physical writing to the headquarters, will be meticulously reviewed and utilized to formulate a broad policy framework. This framework aims to establish an improved work culture that is crucial for the successful implementation of water resource projects throughout Bihar.
