AAP Abstains from Delhi Mayoral Elections for Second Consecutive Year

The Aam Aadmi Party (AAP) has announced it will not participate in the mayoral and deputy mayoral elections of the Municipal Corporation of Delhi (MCD), scheduled for April 29. This marks the second consecutive year that AAP has opted out of these key municipal contests, a decision made during a party meeting held on Wednesday.

Strategic Decision Amid Concerns Over Horse-Trading

Ankush Nagar, AAP councillor and leader of the opposition in the MCD, explained the rationale behind this move. "We could have managed the numbers if serious efforts were made. Some councillors are unhappy with the current dispensation. But there is little point in getting dragged into horse-trading like other parties," Nagar stated. This decision reflects AAP's stance against political maneuvering and its focus on principled governance.

Limited Participation in Standing Committee Elections

While abstaining from the top posts, AAP has filed a nomination for only one out of the three vacant seats in the MCD's standing committee. The party has fielded Shalimar Bagh councillor Jalaj Chaudhary for this position. "Chaudhary has long been raising the problems of the area on priority and his experience will further strengthen the functioning of MCD," added Nagar. AAP is expected to secure this seat, as the party holds a minority in the committee.

Narang further revealed that AAP has extended an open offer to the Bharatiya Janata Party (BJP) to appoint its candidate as both mayor and chairman of the standing committee, given BJP's anticipated majority in the committee. The elections for three members of the standing committee will also be conducted on April 29, following the retirement of six BJP and three AAP representatives on March 31 from the 18-member body.

BJP's Preparations and Congress's Participation

In contrast, the BJP held a detailed meeting under Delhi unit president Virendra Sachdeva on Wednesday to discuss candidates for the mayor's post. Three names were considered: Jai Bhagwan Yadav from Begumpur, Inderjeet Sehrawat from Mahipalpur, and current mayor Raja Iqbal Singh from Mukherjee Nagar. Parvesh Wahi, the sitting leader of the House, is expected to be repeated. Nomination papers must be filed by Thursday.

Meanwhile, the Congress party has confirmed it will file nominations for both the mayor and deputy mayor positions. Congress councillor Naziya Danish emphasized the importance of democratic participation, stating that councillors were elected through a democratic process and there is no question of abstaining from the election.

Political Dynamics and Voting Calculations

The political landscape in the MCD is complex, with BJP holding 123 seats out of 250, while AAP has 100 seats. The remaining seats are distributed among other parties and independents, including 15 councillors from the Indraprastha Vikas Party (a splinter group from AAP), nine from Congress, one from Forward Bloc, one Independent, and one vacant seat.

In the mayoral and deputy mayoral elections, councillors are joined by Members of Parliament (MPs) and Members of the Legislative Assembly (MLAs) as voters. Based on this calculation, BJP commands 141 votes, comprising 123 councillors, seven Lok Sabha MPs, and 11 MLAs. AAP has 106 votes, including 100 councillors, three Rajya Sabha MPs, and three MLAs.

Historical Context and Electoral Trends

This is not the first time AAP has stayed away from the mayoral contest. Last year, AAP's abstention allowed BJP to secure an unopposed victory in the fourth term of this House. In the first three terms after the 2022 civic polls, which included tenures reserved for women and scheduled castes, AAP held both the mayor and deputy mayor posts. However, in the fourth term, BJP's Raja Iqbal Singh won the mayoral election, helping the party reclaim control of the civic body after a two-year gap.

Originally, AAP won 134 of the 250 seats in the 2022 MCD elections, but its tally has since fallen to 100 due to defections and resignations. The mayoral post follows a rotational five-term system: first reserved for women, second general, third reserved category, and the final two open to the general category. With the last MCD elections held in December 2022, this House could see a sixth mayor before the current five-year term concludes.

The upcoming elections on April 29 will thus be a critical test of political strategies and alliances in Delhi's municipal governance, with BJP poised for another unopposed victory in the absence of AAP's participation.
