Kerala SHRC Asks for VIP Duty Medical Officer Guidelines

The Kerala State Human Rights Commission (SHRC) has called upon the state government to formulate a set of guidelines aimed at ensuring that medical officers assigned to VIP duties can perform their responsibilities without undue pressure or stress. This directive was issued by SHRC Chairperson Justice Alexander Thomas, who recommended that the government adopt the proposals submitted by the police special branch to the commission.

Recommendations to be Implemented

Justice Thomas instructed the immediate implementation of several key recommendations. District Medical Officers (DMOs) are required to prepare a monthly duty roster for doctors assigned to VIP duties, including at least five doctors daily. This arrangement will enable doctors to fulfill their other responsibilities without disruption. Additionally, accommodation must be arranged near the VIP's location for both medical officers and health department staff, with district collectors tasked to provide lodging and food. Modern ambulances equipped with advanced facilities, including air conditioning, should be procured for VIP duties, with the DMO taking direct responsibility. The commission also suggested that, with the assistance of the National Health Mission (NHM), a list of medical officers required for VIP duties across all districts should be prepared in the future.

Background of the Complaint

The directive was issued in response to a complaint filed by the Kerala Government Medical Officers Association (KGMOA), represented by its state president Dr. T N Suresh and general secretary Dr. P K Sunil. The complaint alleged human rights violations faced by medical officers serving on VIP medical teams. The commission obtained reports from the special branch and relevant departments before issuing its order. The KGMOA also demanded that the government order issued by the public administration department regarding VIP duties be updated to incorporate the special branch's recommendations.
