JMC cracks down on fire safety violations across the city
The Jammu Municipal Corporation (JMC) has initiated a major enforcement drive, issuing notices to nearly 200 private hospitals, nursing homes, hotels, lodges, and other high-footfall commercial establishments for failing to comply with fire safety regulations. The establishments have been directed to obtain mandatory No Objection Certificates (NOCs) from the Fire and Emergency Services Department within seven days, failing which they face legal consequences, including the sealing of their premises.
Commissioner orders strict compliance
The action was taken on the orders of JMC Commissioner Dr Devansh Yadav, who emphasized that public safety cannot be compromised. According to a JMC official, the drive was launched following growing concerns over statutory compliance and emergency preparedness. The operation of hospitals, hotels, and commercial establishments without adequate fire prevention measures, functional firefighting equipment, and clearly marked emergency exits poses a serious threat to life and property, the official added.
Legal framework and enforcement timeline
The notices have been issued under the provisions of the Jammu and Kashmir Municipal Corporation Act, 2000, read with the applicable Building Bye-Laws and Fire Safety Regulations. Dr Yadav reiterated that ensuring citizens' safety remains the Corporation's top priority and directed the Enforcement Wing to closely monitor compliance and initiate stringent action against violators. The JMC has warned that failure to submit the required NOC within the stipulated period, or operating without fire safety clearance, could result in legal action, including the sealing of the premises.
Owners held responsible for negligence
The Corporation also reminded owners and managements that they are solely responsible for ensuring compliance with prescribed fire safety norms and are liable for any untoward incident arising from negligence. It appealed to all establishments to secure the necessary clearances and submit them to the Enforcement Wing to avoid punitive action. The drive covers a wide range of establishments, including hospitals, nursing homes, hotels, lodges, and other commercial spaces that attract high footfall, underscoring the civic body's commitment to preventing fire-related incidents.
