Haryana Government Notifies 29 Labour Welfare Services Under Right to Service Act with Fixed Time Limits
The Haryana government has taken a significant step towards enhancing service delivery for workers by bringing a comprehensive list of 29 services under the ambit of the Haryana Right to Service Act, 2014. This move, announced on Wednesday, aims to ensure timely and efficient provision of welfare benefits to labourers across the state.
Comprehensive Notification Issued by Chief Secretary
A formal notification was issued by Chief Secretary Anurag Rastogi, detailing the services now covered under the Right to Service Act. This initiative is designed to streamline processes and eliminate delays in accessing crucial welfare schemes for workers and their families.
Key Services Included Under the Act
The notified services encompass a wide range of educational, financial, and social support measures. These include:
- Educational Assistance: Financial aid for school uniforms, books, and notebooks for children of workers from Class I to XII, scholarships, and coaching for entrance examinations for vocational courses.
- Examination Support: Financial assistance for preparation for the main examination after clearing the preliminary examination of UPSC and HPSC.
- Sports and Cultural Support: Financial assistance to children of workers for participation in sports and cultural competitions.
- Marriage and Maternity Aid: Financial assistance for the marriage of women workers and daughters of workers under the Kanyadaan scheme, Shagun assistance for the marriage of male workers and their sons, and maternity assistance for women workers and wives of male workers.
- Health and Disability Support: Assistance for dental treatment, spectacles, bicycles, sewing machines for women workers, LTC, disability support, artificial limbs, hearing aids/hearing assistive devices, tricycles, and financial assistance for visually impaired, physically or mentally disabled children of workers.
Time Limits for Service Delivery
A strict time limit of 60 days has been fixed for the delivery of all these services, ensuring that beneficiaries receive support in a timely manner without unnecessary bureaucratic delays.
Additional Services for Deceased Workers
The notification also includes critical services for dependants of deceased workers, such as:
- Financial assistance to dependants of deceased workers.
- Assistance under the Mukhya Mantri Samajik Suraksha Yojana for deceased workers.
- Financial assistance for the last rites of deceased workers.
For these services, a shorter time limit of 15 days has been prescribed to provide swift support during difficult times.
Silicosis Rehabilitation Policy Services
In a notable inclusion, services under the Haryana Silicosis Rehabilitation Policy have also been brought under the Right to Service Act. These services include:
- Rehabilitation assistance for workers affected by silicosis.
- Silicosis rehabilitation pension and family pension.
- Financial assistance for children's education.
- Financial assistance for the marriage of girls and boys.
A time limit of 60 days has been set for these services, while post-death assistance and funeral assistance are required to be delivered within 15 days.
