Vice President C P Radhakrishnan's inaugural day presiding over the Rajya Sabha was a mix of ceremonial warmth and political friction. While Prime Minister Narendra Modi and the treasury benches extended a hearty welcome, the opposition led by Congress leader Mallikarjun Kharge sparked a heated exchange by invoking the sudden resignation of the former chairman, Jagdeep Dhankhar.

PM Modi's Welcome and Praise for the New Chairman

Prime Minister Narendra Modi set a cordial tone, lauding Radhakrishnan's journey and his approach to public life. The PM highlighted that Radhakrishnan's rise from an ordinary background to the vice president's office showcases the true power of Indian democracy. He assured the new chairman of the House's commitment to upholding the dignity of the institution and the chair.

Recalling their past association, Modi remarked that Radhakrishnan has consistently distinguished himself by operating beyond rigid protocols. "In public life, there is a special strength in living beyond protocol, and we have always seen that strength in you," the Prime Minister said, welcoming him to the role.

Opposition Raises Dhankhar Issue, Sparks Heated Exchange

The atmosphere shifted when Leader of the Opposition Mallikarjun Kharge took the floor. While extending Congress's support to the new chairman, Kharge urged him to treat the opposition and treasury benches equally for the credibility of the office. He then steered the discussion to the departure of his predecessor.

Kharge referred to Jagdeep Dhankhar's "completely unexpected and sudden exit" from the post on July 21, citing health reasons. He expressed disappointment that the House was not given a chance to formally bid him farewell. "The chairman, being custodian of the entire House, belongs as much to opposition as to govt," Kharge stated, adding his wishes for Dhankhar's health on behalf of the opposition.

This reference triggered a sharp rebuttal from the treasury benches. Parliamentary Affairs Minister Kiren Rijiju slammed Kharge, reminding him of the language the opposition had used against Dhankhar and a past removal motion. "Just think how much you have tarnished the dignity of the chair," Rijiju said, asking him not to bring up unnecessary issues on a solemn occasion.

Leader of the House J P Nadda also criticized Kharge, praising Radhakrishnan's unblemished public life. He concluded by quoting former President S Radhakrishnan, urging members to behave like responsible parliamentarians and not as "professional agitators."

Appeals for Inclusive Proceedings and Voice for All

Earlier in the session, several members appealed to the new chairman to ensure the opposition and smaller voices are heard. Congress MP Rajiv Shukla emphasized that Parliament is the only forum for the opposition to present its views.

Other members made specific appeals for representation:

  • CPI MP Santosh Kumar P requested adequate time for smaller parties during debates.
  • AGP MP B P Baishya appealed for focus on issues concerning northeastern states.
  • Nominated member Sudha Murthy sought requisite time for nominated members to contribute.

The day, therefore, framed the challenges and expectations for the new chairman: to navigate a polarized House while ensuring its proceedings remain fair, dignified, and inclusive of all its diverse voices.
