Election Commission Uncovers Voter Form Discrepancies in Uttar Pradesh

The Election Commission has identified a significant number of voters in Uttar Pradesh with what it calls "logical discrepancies" in their enumeration forms. These issues emerged during the Special Intensive Revision exercise. Officials confirmed they will issue notices to these electors.

What Are These Logical Discrepancies?

The discrepancies primarily involve unusual age gaps between voters and their family members. Specific instances include:

  • Voters whose age is 15 years or less than their parent's age
  • Voters whose age is 50 years or more than their parent's age
  • Voters with an age difference of 40 years or less from their grandparent

These inconsistencies appeared during scrutiny of forms submitted during the voter revision process.

The Scale of the Issue

While officials haven't provided exact figures, they clarified these discrepancies are separate from another major category: 1.04 crore "unmapped" voters. These unmapped voters represent about 8% of Uttar Pradesh's total 12.55 crore electorate. Their details couldn't be verified against the 2003 base electoral rolls.

Navdeep Rinwa, UP's Chief Electoral Officer, confirmed the findings. "Logical discrepancies have been detected in the state," he stated. "These electors will receive notices."

The Verification Process Explained

During the enumeration exercise, officials asked voters to provide details matching the 2003 electoral roll. If their names didn't appear, they needed to list parents or grandparents for verification. This procedure is known as "mapping."

An EC official explained, "In UP, approximately 91% of voters have been successfully mapped. This percentage relates to the total 12.55 crore voters."

However, scrutiny revealed problems. Many 2025 voters who don't appear in 2003 rolls claimed connections to 2003 voters as parents. These links often contradicted parental names listed in their 2025 records.

Officials noted specific patterns:

  1. Very small age gaps between electors and their fathers according to 2003 rolls
  2. Different father names appearing in 2025 and 2003 records for the same elector
  3. Multiple electors listing the same person as father for mapping purposes

Notice Timeline and Requirements

The notice period began on January 6, following publication of the draft electoral roll. Electoral Registration Officers and Assistant Electoral Registration Officers will issue notices until February 27.

Unmapped voters will receive notices first. Those with logical discrepancies will follow later. Rinwa clarified, "The exact number of forms with logical discrepancies isn't available yet. Notices in these cases will come subsequently."

All affected voters must submit documents to retain their names in the final electoral roll. Notices will specify acceptable proof documents for inclusion in the March final list.

An official emphasized, "Electors who submitted forms with logical discrepancies must produce the same documents required from unmapped electors."

The Election Commission continues its meticulous verification process to ensure electoral roll accuracy in India's most populous state.
