In a strategic move to address declining recruitment trends, the Punjab government has unveiled plans to establish two new Armed Forces Preparatory Institutes (AFPIs) in Hoshiarpur and Cheema. This initiative aims to groom young individuals, including girls, for commissioned officer roles in the Armed Forces, marking a significant expansion of the state's military training infrastructure.

Budget Announcements and Institute Details

Presenting the state budget for the 2026-27 fiscal year on March 8, Finance Minister Harpal Singh Cheema confirmed that the Sardar Bahadur Amin Chand Soni Armed Forces Preparatory Institute in Hoshiarpur is nearing completion and will commence operations in the upcoming financial year. Additionally, he announced the establishment of the Sant Attar Singh Maharaj Armed Forces Preparatory Institute for Boys in Cheema, Sangrur district, which will be integrated with a degree college to offer a combined educational and training experience.

Historical Context and Existing Institutes

The concept of AFPIs in Punjab was pioneered by former Chief Minister Parkash Singh Badal, leading to the launch of the Maharaja Ranjit Singh Armed Forces Preparatory Institute (MRSAFPI) in Mohali in 2011. This was followed by the Mai Bhago Armed Forces Preparatory Institute for Girls (MBAFPI) in 2015, also located in Mohali. These institutes have been instrumental in preparing candidates for entry into the National Defence Academy (NDA) and other military pathways.

Innovative Training Models

Unlike the fully residential programs at MRSAFPI and MBAFPI, which align with academic courses at the 10+2 and graduate levels, the new Hoshiarpur institute will adopt a different approach. It will offer short capsule courses lasting three to four months, focusing on preparation for written examinations and Service Selection Board interviews. This co-educational facility will accommodate both outstation cadets and local day-boarders, providing flexible training options.

Major General JS Sandhu (retd), Director of MBAFPI and in charge of the Hoshiarpur institute, emphasized the goal of enhancing accessibility and efficiency in military preparation. Meanwhile, MRSAFPI continues its two-year residential program, where cadets complete their 10+2 education while undergoing rigorous training in physical fitness, leadership, and personality development. The institute has seen significant success, with 187 alumni becoming commissioned officers since its inception, and many achieving top positions in service academies.

Expanding Opportunities for Women

The MBAFPI has played a crucial role in opening doors for women in the defence forces. Initially designed for graduate-level entry, it adapted after the Supreme Court's 2021 directive allowed women into the NDA. A new wing for NDA aspirants was established about two years ago, with two batches already admitted. Major General Sandhu noted a growing trend of applications from rural and semi-urban areas, reflecting increased interest among girls.

With an annual intake of 25 students for the graduate wing and 20 for the NDA wing, MBAFPI has commissioned 42 alumni into the defence forces, with seven more expected to join service academies soon. The Punjab government covers costs for board, lodging, training, and extracurricular activities, while students bear tuition fees for affiliated schools and colleges. Recently, scholarships have been introduced to reward top academic performers.

Impact and Future Prospects

The establishment of these new institutes underscores Punjab's commitment to reversing the decline in military recruitment since the 1990s. By offering diverse training models and expanding access to both boys and girls, the state aims to foster a robust pipeline of future officers. As these initiatives roll out, they are poised to strengthen national defence capabilities and provide valuable career opportunities for Punjab's youth.
