Omar Abdullah Introduces Jan Vishwas Bill in J&K Assembly Amid Opposition Criticism

Chief Minister Omar Abdullah of Jammu and Kashmir presented the Jammu and Kashmir Jan Vishwas (Amendment of Provisions) Bill-2025 in the assembly on Wednesday. This legislative move marks a significant milestone as Omar Abdullah becomes the first chief minister from a non-BJP party to introduce this bill, which aims to amend specific enactments within the Union Territory of J&K. The primary objective of the bill is to decriminalize a range of offences and rationalize sentences, thereby reducing unnecessary legal burdens and jail time for minor crimes.

Political Opposition and Defense Over the Bill

Outside the assembly, the Opposition Peoples Democratic Party (PDP) expressed strong displeasure regarding the introduction of the Jan Vishwas Bill. Interestingly, PDP members did not raise objections when Chief Minister Omar Abdullah rose to table the bill in the House earlier. PDP spokesman Najmu Saqib criticized the move, stating, "The INDIA bloc member (National Conference) has broken ranks," highlighting political tensions within the coalition.

In response, the National Conference firmly rejected these allegations. Party spokesperson Imran Nabi Dar defended the bill, emphasizing its benefits for the public. He said, "PDP is opposing a bill aimed at decriminalising minor crimes and reducing unnecessary jail time. Unfortunately, PDP is letting its political animosity toward the NC government blind it to the greater common good." This exchange underscores the ongoing political rivalry between the two parties over governance and legislative priorities.

Additional Legislative Initiative: Leprosy Discrimination Bill

In addition to the Jan Vishwas Bill, Chief Minister Omar Abdullah, who also holds the portfolio for law, justice, and parliamentary affairs, introduced another significant piece of legislation. The J&K Eliminating Discrimination Against Persons Affected by Leprosy Bill-2026 seeks to amend relevant enactments to eliminate discrimination and ensure equal treatment for individuals affected by leprosy. This bill aims to prevent their segregation and exclusion, promoting inclusivity and social justice within the region.

Update on Migrant Relief Assistance in Kashmir

During the assembly session, Chief Minister Omar Abdullah addressed questions related to migrant relief assistance. He stated that fresh cases for registration under Kashmir migrant relief assistance are not currently being entertained due to the improved law and order situation in the Valley. This decision was made in response to a query from National Conference member Mubarak Gul, with Omar Abdullah explaining that under the prevailing circumstances, there is no justification for new registrations at this stage.

Answering a supplementary query, the Chief Minister mentioned that a proposal to enhance the existing migrant relief assistance has been submitted to the Ministry of Home Affairs. This proposal considers factors such as inflation and the rising cost of living, with the ministry being the competent authority to make a final decision on the matter. Omar Abdullah also highlighted the comprehensive PM Return and Rehabilitation Package for Kashmiri Migrants, announced in 2009 with a financial outlay of Rs 1,618.40 crore. This scheme provides a holistic framework to restore livelihood, housing, education, and financial security for the migrant community, reflecting ongoing efforts to support their reintegration and well-being.
