Lok Sabha Speaker Om Birla Raises Alarm Over Legislative Disruptions
In a significant address at the Bihar legislative assembly in Patna, Lok Sabha Speaker Om Birla voiced deep concern on Saturday regarding the frequent disruptions and disorderly conduct that plague legislative proceedings across India. He warned that the declining standards in these bodies are tarnishing the image of democratic institutions, which form the bedrock of the nation's governance.
Call for Dignity and Decorum in Legislative Houses
Speaking on the theme 'Empowered legislators, stronger democracy' after inaugurating the National e-Vidhan Application (NeVA) on the assembly's foundation day, Birla underscored that transparency in government functioning and accountability in administration are non-negotiable essentials. He stressed the urgent need to preserve the sanctity of legislative institutions, noting that the country's leadership emerges directly from these assemblies.
"Maintaining the dignity and decorum of the House is the responsibility of every elected representative," Birla asserted. "People send them to the assembly with great expectations, and therefore, their concerns must be addressed with utmost seriousness." He emphasized that empowered legislators are the foundation of a robust democracy, adding that democratic institutions derive their strength not merely from constitutional provisions but from how public representatives discharge their duties.
Emphasis on Dialogue and Constructive Engagement
Birla highlighted the importance of dialogue, reasoned debate, and constructive engagement in legislative processes. He insisted that criticism should be policy-oriented, fact-based, and aimed solely at public welfare. Furthermore, he underlined the critical role of constitutional awareness and procedural knowledge, stating that these elements enhance the credibility and effectiveness of legislators.
He also pointed out that robust responses to the aspirations of women and youth must be clearly reflected in public policies and legislative initiatives, ensuring inclusivity and progress.
Digital Transformation with NeVA Implementation
Referring to the implementation of NeVA in the Bihar legislative assembly, Birla described it as a significant stride toward transparency and efficiency. Digitalisation facilitates access to records, enhances research capabilities, and reduces dependence on paper, he explained. He encouraged legislators to effectively utilize digital tools to realize Prime Minister Narendra Modi's vision of 'One Nation, One Legislative Platform'.
Birla acknowledged that leaders from Bihar have historically played a pivotal role in shaping the nation's political discourse and democratic institutions, underscoring the state's legacy in governance.
Support from Other Dignitaries on Parliamentary Norms
Rajya Sabha deputy chairman Harivansh echoed Birla's sentiments, stressing that Parliament and state assemblies must function in strict accordance with parliamentary norms rather than the whims of individual members. He emphasized that preserving democratic values should remain a top priority, noting that Bihar, under Chief Minister Nitish Kumar, is embracing modern technology while upholding its rich historical legacy.
Union Parliamentary Affairs Minister Kiren Rijiju advised legislators to thoroughly understand the rules of the House before speaking. "One should have a proper understanding of the rules before speaking in the House," he said, indirectly referencing the ongoing controversy involving Congress leader Rahul Gandhi and other opposition members.
Contrasting Roles of Indian and British Parliamentarians
Rijiju highlighted a stark contrast between Indian and British parliamentarians. He noted that an MP in India represents approximately 2.5 million people, compared to about 90,000 in England. "In India, MPs and MLAs are approached for all kinds of public problems—from arranging bail and hospital admissions to school admissions and even drainage and electricity issues," he explained. "In England, MPs primarily focus on policy discussions, reflecting different societal expectations."
