Lok Sabha Sees Heated Debate Over Resolution to Remove Speaker Om Birla
The Lok Sabha on Tuesday became the stage for a fiery debate as the opposition's resolution seeking the removal of Speaker Om Birla was taken up for discussion. The proceedings were marked by intense arguments over parliamentary protocol and allegations of bias against the presiding officer.
Opposition Accuses Speaker of Partisan Behavior
Opening the debate, Congress MP Gaurav Gogoi launched a direct attack on Speaker Om Birla, accusing him of displaying partisan behavior during parliamentary sessions. Gogoi claimed that Birla had made what he described as "baseless" allegations against women opposition MPs and had systematically obstructed Leader of the Opposition Rahul Gandhi from raising what he termed "critical issues" in the House.
"There was an expectation that the Chair would be neutral," Gogoi stated during his address. "But research of uncorrected versions would show the number of times the Leader of the Opposition was interrupted. While the LoP was on his feet, another member was called upon."
Procedural Controversy Over Presiding Officer
The debate took a procedural turn when AIMIM leader Asaduddin Owaisi raised a point of order immediately after Congress member Mohammad Jawed read out the notice seeking to move the resolution. Owaisi questioned the decision to allow BJP's Jagdambika Pal to chair the proceedings, noting that Pal had been appointed to the panel of chairpersons by Speaker Birla himself.
Congress and TMC MPs joined the chorus, arguing that Pal was not elected by the House and highlighting that the position of Deputy Speaker has remained vacant for the past seven years. TMC MP Saugata Roy suggested that parliamentary affairs minister Kiren Rijiju should move a motion to appoint a specific presiding officer for this particular discussion.
In response, Rijiju dismissed Owaisi's concerns as irrelevant, asserting that Pal was fully competent to preside over Lok Sabha proceedings when the resolution was taken up for consideration.
Resolution Formally Admitted for Discussion
Following the procedural arguments, Jagdambika Pal put to vote the notice to move the resolution and requested at least 50 MPs to stand up in support. After the notice was accepted, Jawed formally read out the resolution, which was subsequently admitted for full discussion by the House.
Allegations of Systematic Silencing of Opposition
Gaurav Gogoi raised serious concerns about the manner in which Speaker Birla had presided over the House during Rahul Gandhi's speech on the motion of thanks to the President's address. "When the Leader of the Opposition wanted to speak on the motion of thanks, he was interrupted 20 times by the Speaker, members of the chairpersons' panel and senior MPs of the treasury benches... in a premeditated manner," Gogoi alleged.
The Congress MP went further, claiming that microphones were being deliberately used to silence opposition members. "Is this parliamentary tradition we want to show? Microphones are being used to silence MPs. It stands in direct contradiction with the rituals of this House," he declared.
Gogoi cited the specific example of Shashi Tharoor's microphone allegedly being switched off in the middle of his speech on February 9, suggesting a pattern of behavior aimed at stifling opposition voices in the parliamentary arena.
The debate highlighted deepening tensions between the ruling party and opposition benches over parliamentary procedures and the conduct of the Speaker's office, with both sides presenting sharply contrasting views on appropriate parliamentary decorum and the neutrality expected from the presiding officer.
