The Lok Sabha erupted in dramatic confrontation on Tuesday as opposition and treasury benches clashed over a resolution seeking the removal of Speaker Om Birla. The parliamentary session descended into heated exchanges over procedural authority and constitutional interpretation.

Procedural Battle Over Chairperson's Authority

Congress MP Mohammad Jawed initiated proceedings by reading out the formal notice for Speaker Birla's removal, which was subsequently seconded by more than 50 Members of Parliament. BJP MP Jagdambika Pal, presiding over the session, granted permission for an extensive 10-hour debate on the contentious resolution.

Opposition members immediately challenged Pal's authority to chair the proceedings, citing the prolonged vacancy in the Deputy Speaker position. Congress MP KC Venugopal questioned the legitimacy of Pal presiding over a debate concerning the Speaker who appointed him to the panel of chairpersons.

"You were appointed by the Speaker of Lok Sabha," Venugopal asserted, demanding that the House elect an independent presiding officer for the duration of the removal debate.

Government's Constitutional Defense

Parliamentary Affairs Minister Kiren Rijiju countered opposition objections by citing constitutional provisions and parliamentary rules. Rijiju emphasized that Pal, as a member of the panel of chairpersons, possessed full authority to preside over Lok Sabha proceedings during consideration of the Speaker's removal resolution.

"Jagdambika Pal, a member of the panel of chairpersons, can preside over the Lok Sabha when a resolution for the Speaker's removal is taken up," Rijiju declared, dismissing opposition claims as constitutionally irrelevant.

Escalating Parliamentary Tensions

The debate intensified as Congress MP Gaurav Gogoi launched a pointed critique of Rijiju's parliamentary conduct. "In future, when there will be research on parliamentary records, statistics will tell that Kiren Rijiju was the parliamentary affairs minister who interrupted the Opposition the most," Gogoi remarked.

Union Home Minister Amit Shah intervened to acknowledge Rijiju's frequent interruptions while simultaneously criticizing opposition behavior. "I agree with you, Kiren Rijiju, as Parliamentary Affairs Minister, has interrupted the most. But we have also never seen such an irresponsible Opposition," Shah stated.

Constitutional Concerns and Allegations

Gogoi escalated his argument by contending that allowing a panel member appointed by the Speaker to preside over debate on the Speaker's removal constituted a "violation of the Constitution." The opposition's motion gained support from 118 MPs who alleged Speaker Birla exhibited partisan behavior, particularly citing instances where Leader of Opposition Rahul Gandhi was allegedly prevented from addressing the House.

The resolution also referenced Speaker Birla's controversial claim that opposition women MPs were planning a physical attack on Prime Minister Narendra Modi, which opposition members characterized as false allegations.

Scheduled Parliamentary Contributions

According to parliamentary sources, the debate will feature significant contributions from both sides:

  • Government Side: Parliamentary Affairs Minister Kiren Rijiju will initiate discussion, followed by BJP MPs Anurag Thakur, Nishikant Dubey, Ravi Shankar Prasad, and Bhartruhari Mahtab. Lok Janshakti Party (Ram Vilas) leader Chirag Paswan will also address the House.
  • Opposition Side: Congress MPs Gaurav Gogoi, Manish Tewari, Deepender Singh Hooda, and Jothimani will present arguments supporting the resolution for Speaker Birla's removal.
