Ladakh Activist Warns of Deepening Divide as Talks with Centre Remain Stalled
Ladakh-based environmental activist and reformer Sonam Wangchuk expressed grave concerns on Monday, stating that the Union Territory is currently "hanging between trust and mistrust" due to significant delays in scheduling the next round of crucial talks with the Central government. Wangchuk emphasized that this prolonged gap threatens to deepen existing divisions within the sensitive border region, potentially undermining social cohesion and stability.
Two-Month Delay in Dialogue Raises Alarms
In a detailed post on the social media platform X, Wangchuk highlighted that more than two months have elapsed since the last formal dialogue session held on February 4, with no fresh date announced for renewed negotiations. "The people residing in this strategically sensitive border region are growing increasingly disheartened and demoralized by the lack of progress," Wangchuk stated. He issued a direct appeal to Prime Minister Narendra Modi and Union Home Minister Amit Shah, urging them to implement "timely measures" to resolve the outstanding issues through constructive engagement.
Wangchuk further cautioned that the ongoing delay is creating a vacuum that allows "shady entities" to exploit the situation by "sowing seeds of a Leh-Kargil divide," referencing potential tensions between Buddhist and Muslim communities. This warning underscores broader anxieties about maintaining social harmony in Ladakh, which became a separate Union Territory in 2019 following the reorganization of Jammu and Kashmir.
Detention Revocation Fails to Revive Stalled Talks
The activist pointed out that it has now been a full month since his detention under the stringent National Security Act (NSA) was officially revoked on March 14. This revocation had initially raised hopes among stakeholders for "building mutual trust" and initiating "constructive and meaningful dialogue" between Ladakhi representatives and the Central government. Wangchuk had been detained in September 2025 following periods of unrest in Leh, with authorities citing law and order concerns as the primary justification.
His subsequent release was accompanied by assurances from the Centre regarding continued engagement with all relevant stakeholders in Ladakh. However, the anticipated resumption of substantive talks has yet to materialize, leaving many local groups frustrated and apprehensive about the future trajectory of negotiations.
Persistent Demands and Calls for Flexible Dialogue
Ladakhi civil society groups, including the influential Leh Apex Body, have consistently pressed for two key constitutional demands: full statehood for Ladakh and its inclusion under the Sixth Schedule of the Indian Constitution, which provides protections for tribal areas. Wangchuk has repeatedly asserted that these demands are entirely "within the framework of the Constitution" and represent legitimate aspirations of the local population.
Advocating for a "more flexible approach" during negotiations, Wangchuk has urged both sides to avoid a rigid "win-lose" mentality that could derail the dialogue process. Previous rounds of talks between Ladakhi representatives and a high-level committee from the Union Home Ministry, including meetings held in October and February, concluded without definitive resolutions, prompting renewed calls for sustained and result-oriented engagement.
Government's Stance on Ladakh's Concerns
The Central government has publicly reiterated its commitment to addressing Ladakh's concerns through established dialogue mechanisms and the work of a specially constituted High-Powered Committee. Official statements have emphasized the paramount importance of maintaining peace, stability, and mutual trust in the region, which shares sensitive borders with both China and Pakistan.
Despite these assurances, the absence of a concrete timeline for the next round of talks continues to fuel uncertainty. Observers note that the evolving situation in Ladakh remains a critical test for India's governance approach in border regions, balancing developmental aspirations with strategic security imperatives.
