Voter List Appeals Spark Confusion and Frustration in Kolkata
Chaos and confusion reigned at the Jessop Building in Kolkata on Sunday as numerous voters from various constituencies flocked to file appeals for inclusion in the voter list. The scene was marked by overcrowded spaces, anxious citizens, and a glaring lack of clear procedural guidance from Election Commission officials.
Overcrowded Venue and Procedural Ambiguity
The second-floor room of Jessop Building was so packed that individuals struggled to find standing room. Voters, desperate to rectify their omitted names from the supplementary voter list, approached officials with urgent queries. A common refrain echoed through the crowd: "Where is the format to file an appeal?" Many expressed annoyance at the absence of a standardized form or clear instructions for submitting their appeals.
Md Samim, whose name along with his sister's was deleted after adjudication, was among the many who arrived to file an appeal before the tribunal. His case highlighted a widespread issue affecting multiple families across the city.
Personal Stories of Voter Exclusion
A 60-year-old woman from Bowbazar rushed to the building, visibly confused and seeking assistance. Her daughter, who wished to remain anonymous, shared their ordeal: "In our family, only my mother's name was deleted after adjudication. She has been very upset since the supplementary list was published." The daughter added that despite suggesting online submission, her mother insisted on an offline process, only to find no one available to guide them.
Sarfaraz Alam, a resident of Topsia, recounted a baffling situation: "Despite submitting all documents, including my passport and GST papers as proof of identity, my name was deleted." Not only his, but the names of his four brothers were also removed, while their mother's and wives' names remained. Alam expressed disbelief, stating they had paid taxes and provided passport proof, yet were seemingly not considered Indian citizens. He confirmed they had made both online and offline submissions in response.
Marry, a Chinese resident from Bowbazar, reported that her husband's and daughter's names were deleted, though her name and her son's remained. Her husband filed an appeal, while her daughter completed Form 6 separately.
Generational Residents Affected
Md Kalam, a junior doctor at NRS Medical College, emphasized his deep roots in the area: "We have been living for generations in the Chowringee area. I also studied here. In our family, the names of all three brothers were deleted." This sentiment was echoed by two sisters from Chowringee, who lamented the lack of clear instructions. They described being told to leave and consult others, with no resolution in sight, despite their family's long-standing residence.
Deadline Pressures and Logistical Hurdles
Adding to the anxiety, many believed Sunday was the final day to appeal, as the supplementary list stipulated a 15-day window from publication. Being a Sunday, voters faced additional difficulties in obtaining necessary photocopies of documents and passport-size photographs. Some, after waiting for hours, ultimately returned without submitting their appeals due to these logistical challenges.
Official Response and Hope for Resolution
In response to the turmoil, Manoj Agarwal, CEO of Bengal, expressed hope that the appeal process would begin functioning smoothly within the next one to two days. However, this assurance did little to alleviate the immediate distress of voters caught in the bureaucratic limbo.
The situation underscores significant gaps in the voter registration appeal mechanism, leaving genuine voters in a state of uncertainty and frustration as they strive to exercise their democratic rights.
