Jammu & Kashmir Chief Minister Presents Comprehensive Budget for 2026-27
Jammu & Kashmir Chief Minister Omar Abdullah, who also holds the finance portfolio, presented the National Conference government's second budget on Friday. The Rs 1.27 lakh crore budget for the fiscal year 2026-27 addresses multiple challenges, including security threats from last year's Pahalgam terrorist attack, Operation Sindoor, and devastating floods that severely impacted the region.
Enhanced Security and Emergency Infrastructure
Recognizing the persistent threats in frontier areas, the budget proposes significant security upgrades. Two dedicated emergency hospitals will be established in Uri and Poonch, regions that have frequently faced Pakistani shelling, particularly during Operation Sindoor. Additionally, the government plans to introduce bullet-proof ambulances in these vulnerable zones to ensure safe medical evacuation during cross-border attacks, shelling incidents, or natural disasters.
Addressing Economic and Social Challenges
In his budget speech, Chief Minister Omar Abdullah highlighted the dual crises that have hampered Jammu & Kashmir's economic recovery. "Just as our economy was consolidating with renewed vigour, the barbaric terrorist attack at Pahalgam and its aftermath shocked us. The devastating floods in August-September severely battered the Jammu region," he stated. These events have adversely affected key sectors such as tourism, handicrafts, and agriculture, leading to substantial job losses, business closures, and increased financial stress on families.
Major Welfare Initiatives Announced
The budget includes a comprehensive package of social welfare measures aimed at supporting vulnerable populations:
- Full fee waivers for students from economically weaker families from Class 9 through college.
- Free LPG cylinders for families enrolled under the Antyodaya Anna Yojana (AAY).
- Monthly sponsorships for orphans to ensure their financial security.
- Scholarships specifically for tribal students to promote educational access.
- Free government transport services for persons with disabilities to enhance mobility.
Furthermore, the government plans to increase seats in medical colleges to address healthcare workforce shortages and has allocated Rs 180 crore for modernizing the infrastructure of the Amarnath Yatra, a critical religious pilgrimage that boosts local tourism.
Opposition Criticism and Political Reactions
Despite these announcements, opposition leaders expressed strong dissatisfaction with the budget. BJP leader and opposition leader Sunil Sharma accused the government of misusing central funds, stating, "Central funds have effectively been diverted towards party (NC) legislators. There is nothing for common people."
Peoples Democratic Party MLA Waheed Parra dismissed the budget as "mere repackaging of centrally sponsored schemes," suggesting a lack of original initiatives. Similarly, Peoples Conference chief Sajad Gani Lone labeled the budget "uninspiring," reflecting broader political discontent with the National Conference's fiscal planning.
