Election Commission Denies Irregularities in Kolkata Officer Transfers
The Election Commission (EC) has categorically stated that the recent transfers of four of its officials in Kolkata were purely routine administrative procedures and not prompted by any alleged irregularities. This clarification comes amid swirling political controversy involving leaked videos from the CEO's office.
CEO Manoj Agarwal Addresses the Controversy
CEO Manoj Agarwal, speaking on Tuesday, emphasized that the transfers were unrelated to videos leaked from his office, which the Trinamool Congress has used to level charges of electoral malpractice. "The transfers are not linked to the leaked videos," Agarwal asserted, addressing media queries directly.
The four West Bengal Civil Service (Executive) officers transferred include:
- Subrata Pal, Deputy CEO, moved to the Health Department.
- Narendranath Dutta, Additional Secretary in the CEO's office, posted to the Labour Department.
- Supriya Das, another Additional Secretary, shifted to the Food Processing Department.
- Mithu Sarkar, Joint Secretary in the observer cell, transferred to the Minority Affairs Department.
These transfers were executed on Monday, shortly after the Trinamool Congress raised allegations that the CEO's office was being misused by the BJP for electoral gains during the ongoing political climate.
Transparency and Surveillance Claims
CEO Agarwal strongly defended the integrity of his office, stating, "My office is transparent, there is nothing to hide, and anyone is welcome to visit." He further clarified that there is no mechanism for surveillance or bugging within the premises, and phone tapping is not conducted. "We do not tap phones," he added, dismissing any notions of covert operations.
Regarding the officer deployments, Agarwal explained, "The Personnel and Administrative Reforms (PAR) department deploys the officers, and they are eventually replaced by another set of officers. Today, we requested some translators. We also ask for officers from the police to serve as observers."
Investigation and Officer Background
Agarwal mentioned that inquiries into the matter are ongoing. "Our officers are inquiring into the matter, and once the report is submitted, I will be able to speak more clearly," he said. He specifically noted that the four transferred officers were not involved in any irregularities, countering any insinuations of wrongdoing.
On the topic of the leaked videos, Agarwal suggested that some individuals might have released them for personal gain but stated he does not intend to launch a formal probe into the leaks at this time.
Officials provided context on one of the transferred officers, Subrata Pal, who had been posted in the CEO's office since 2018. Pal played an active role in key electoral events, including the Lok Sabha polls of 2019 and 2024, as well as the assembly polls of 2021. Sources indicated that his transfer was aimed at keeping all controversies at bay, ensuring a smooth administrative environment amidst the political tensions.
The EC's firm stance aims to uphold the credibility of the electoral process in Kolkata, reinforcing that administrative changes are standard practice and not indicative of any malpractice or external pressure.
