This comprehensive preventive healthcare program will be entirely cashless, with the government bearing all expenses at empanelled hospitals across the national capital.
Addressing Health Concerns of Aging Legislators
With over 90% of Delhi's legislators being older than 40 years, the assembly leadership recognizes the critical importance of regular health monitoring. Speaker Vijender Gupta emphasized that preventive health screening is essential for early detection of lifestyle and age-related ailments, ensuring timely medical intervention before conditions become serious.
The initiative specifically targets the demographic reality of the assembly, where the majority of members fall into age brackets where chronic diseases typically begin to manifest. By implementing systematic health monitoring, the assembly aims to keep legislators healthy and active in their public duties.
Comprehensive Implementation Framework
The health check-up scheme will cover all assembly members, including:
- Chief Minister Rekha Gupta
- All cabinet ministers
- The Speaker and Deputy Speakers
- All 70 MLAs from both ruling and opposition parties
The assembly secretariat will coordinate the entire process, handling appointment scheduling, diagnostic tests, pathological examinations, and specialist consultations as required. Almost all major private hospitals in Delhi that are empanelled with the Delhi government will participate in this program.
Minimal Disruption to Legislative Work
Officials have designed the health screening process to ensure minimal disruption to legislative responsibilities. Special 15-day windows will be organized throughout the year during which MLAs are expected to complete their annual health assessments. This structured approach allows legislators to plan their medical examinations around assembly sessions and constituency work.
Initially, the check-ups will be conducted once annually, though the frequency may increase to twice yearly depending on individual health requirements and program evaluation. The assembly has prepared a detailed proposal that is currently in its final stages, with an official announcement expected shortly.
Enhancing Existing Healthcare Benefits
Currently, MLAs already receive comprehensive medical benefits under the Medical Attendance Rules and Delhi Government Employees Health Scheme (DGEHS). These entitlements include:
- Free medical treatment equivalent to Group-A officers
- Medical expense reimbursement facilities
- Free accommodation at government and empanelled hospitals
The mandatory annual health check-up represents an additional preventive layer to these existing curative benefits. This proactive approach marks a significant shift from reactive treatment to preventive healthcare for Delhi's elected representatives.
