Congress Faces Rajya Sabha Strength Crisis, Turns to UBT Sena for Support

In a significant political development, the Indian National Congress is confronting a potential decline in its Rajya Sabha representation, with the impending retirement of several senior MPs threatening to push its strength below the critical 10% threshold. This situation has led Congress functionaries to actively approach the Shiv Sena (UBT) faction, seeking their support for a Rajya Sabha seat from Maharashtra to offset potential losses in other states.

Key Retirements and Strategic Appeals

The Congress party is set to lose notable figures in the Upper House, including Abhishek Manu Singhvi, Rajni Patil, Phulodevi Netam, and KTS Tulsi, whose terms are concluding. This exodus has raised alarms within the party, as maintaining a minimum presence in the Rajya Sabha is crucial for legislative influence and opposition dynamics.

In response, Congress has made a formal appeal to the UBT Sena, framing the request in the "national interest" rather than purely partisan terms. A senior Congress functionary emphasized that securing the Rajya Sabha seat is not merely a party-centric demand but is essential for preserving stability within both the INDIA alliance at the national level and the Maha Vikas Aghadi (MVA) coalition in Maharashtra.

NCP (SP) and Sharad Pawar's Candidacy

Complicating the negotiations, the Nationalist Congress Party (Sharad Pawar faction) has put forward a strong demand for nominating veteran leader Sharad Pawar to the Rajya Sabha. NCP (SP) MP Supriya Sule recently met with Uddhav Thackeray to advocate for Pawar's candidacy. However, despite these efforts, the UBT Sena has clarified that no final decision has been made regarding the seat allocation.

UBT Sena MLA Aaditya Thackeray addressed the situation, stating that there is no deadlock in the ongoing talks. He asserted, "All parties are in communication with each other. We have put forward our claim on the upcoming Rajya Sabha seat, as numerically and in terms of the rotation policy fixed for the MVA, the seat should be contested by the Sena (UBT). This also aligns with all the political stands that we have taken as the INDIA alliance."

Internal Concerns and Political Maneuvering

Within the UBT Sena, MP Sanjay Raut has publicly endorsed Sharad Pawar for the Rajya Sabha seat, expressing confidence that Pawar will contest. Raut also dismissed speculation about Pawar aligning with the NDA, highlighting the internal worries of both the UBT Sena and Congress. He noted, "Congress is worried about the LoP (Leader of Opposition), and Sena (UBT) is worried about its two seats in Rajya Sabha."

The Congress has further sweetened the deal by offering to support the UBT Sena in the upcoming Maharashtra Legislative Council (MLC) polls, specifically for re-nominating Uddhav Thackeray, whose MLC term expires in April. This reciprocal arrangement underscores the strategic importance of the Rajya Sabha seat for broader coalition stability.

Upcoming Rajya Sabha Elections and Political Calculus

The Rajya Sabha polls are scheduled for March 16, with seven MPs from Maharashtra retiring on April 2. Based on current assembly numbers, the ruling Mahayuti alliance is expected to secure six seats. If the BJP fields a seventh candidate, a closely contested battle could ensue, making every seat crucial for opposition parties like the Congress and its allies.
