Assam Chief Minister Himanta Biswa Sarma announced on Wednesday that the state government will introduce the Uniform Civil Code (UCC) Bill in the Assembly on May 26. The decision was taken during a cabinet meeting that approved the draft of the bill.
Key Details of the UCC Bill
Speaking to the media, Sarma stated, "The Assam cabinet has decided to introduce the UCC Bill on the last day of the state assembly session on May 26. The state cabinet has approved the draft of UCC." He elaborated that the bill will primarily address marriage, live-in relationships, and compulsory registration of marriage, including divorce. The framework is expected to align closely with similar laws in Gujarat, Uttarakhand, and Goa.
Exemptions for Tribal Communities
A significant aspect of the Assam UCC Bill is the complete exemption for tribal populations and their customs, rituals, and traditions. Sarma explained, "We have completely exempted the tribal population and customs, rituals, and traditions of Assam. Because in Assam we have different communities, different customs." This move aims to respect the diverse cultural fabric of the state.
Political Context
The introduction of the UCC Bill is part of the BJP-led government's commitment to implement the Uniform Civil Code, a long-standing ideological promise in its election manifesto. The Uniform Civil Code seeks to replace personal laws based on religion with a common set of civil laws governing marriage, divorce, inheritance, and adoption for all citizens. While it aims to ensure uniformity in legal rights, it remains a politically sensitive issue in India.
Only a few states, including Uttarakhand, have implemented the UCC framework so far, while others like Gujarat have also moved in that direction. CM Sarma has previously stated that the government will act in line with its manifesto and under constitutional provisions while prioritizing Assam's identity and development agenda.
Broader Implications
This announcement adds to a series of policy commitments by the newly formed NDA 3.0 government in the state, signaling a push to accelerate reforms in its current term. The Assam UCC Bill, with its tribal exemptions, represents a tailored approach to implementing uniform civil laws while preserving regional diversity.
