UP Police Manthan 2025: AI App Launch, Cybercrime Focus

The first day of the intensive two-day senior police officers' conference, 'Police Manthan-2025', wrapped up in Lucknow on Saturday. The event featured seven deep-dive sessions aimed at transforming policing in Uttar Pradesh through technology, citizen-centric approaches, and data-based strategies.

Launch of Yaksh App and Beat Policing Revamp

The conference commenced with a crucial session on beat policing, steered by Additional Director General (Crime) and nodal officer, S.K. Bhagat. In a significant move, Chief Minister Yogi Adityanath formally introduced the Yaksh app, a digital revolution for ground-level policing. This application serves as an AI and Big Data-powered modern version of the traditional beat book, designed to enhance the efficiency and accountability of police personnel on patrol.

Focus on Vulnerable Groups and Station Management

The second thematic discussion zeroed in on crimes targeting women, children, and human trafficking. Led by nodal officer Padmaja Chauhan, ADG of the Women and Child Safety Organisation, the session reviewed law enforcement in rape cases and the positive impact of Mission Shakti initiatives. Ashok Mutha Jain, ADG of the Gorakhpur zone, presented results from the Bahu-Beti Sammelan outreach program.

Subsequently, ADG of Lucknow Zone, Sujeet Pandey, led the session on police station management and upgradation. The highlight was the demonstration of the 'Smart SHO dashboard', a unified platform that will enable Station House Officers to monitor all critical operations of their police station from a single screen.

Combating Cyber Threats and Human Resource Development

With cybercrime emerging as a major challenge, the fourth session, under DGP Cybercrime Binod Kumar Singh, dissected the reasons behind the surge in online offences. It explored the methods employed by cybercriminals and discussed countermeasures through dedicated cyber police stations and help desks.

The fifth session, led by DGP Training Rajeev Sabharwal, addressed human resources, welfare, and behaviour. Key points included behavioural training via expert agencies, resolving service issues for officers, health initiatives for police families, skill development programs, women empowerment, and educational schemes under Vamasaathi. The use of the central government's i-GOT online learning platform for training was also emphasized.

Prosecution, Prison Reforms, and Forensic Advancements

DGP Prosecution Dipesh Juneja led the sixth session on prosecution and prison reforms. Discussions covered an e-reporting portal for crime monitoring, dedicated dashboards for tracking mafia cases, and a review mechanism for new criminal laws. The performance evaluation of prosecutors through 12 Key Performance Indicators on the e-Prosecution portal was outlined. A shift towards paperless functioning using e-Office and Manav Sampada was highlighted.

DGP Prisons Prem Chand Meena detailed ambitious prison digitisation plans, which include AI-based CCTV surveillance and the e-mulaqat (e-meeting) system for inmates.

The final session of the day, guided by ADG Technical Services Naveen Arora, focused on CCTNS 2.0, the new Nyay Sanhita, and forensics. The central theme was leveraging data-driven and scientific policing to tackle the growing complexity of modern crime.
