Uttar Pradesh Cabinet Approves Key Amendments to Higher Judicial Service Rules

The state cabinet of Uttar Pradesh, in a significant move on Tuesday, gave its approval to a proposal aimed at amending the Uttar Pradesh Higher Judicial Service Rules of 1975. This decision is based on recommendations from the high court and will lead to the implementation of the UP Higher Judicial Service (Eighteenth Amendment) Rules, 2026.

Revised Provisions for Recruitment and Selection

Under the newly approved amendments, several key provisions related to recruitment, quota allocations, and the selection process have been revised to enhance efficiency and meritocracy within the judicial service. These changes are designed to streamline the promotion system and ensure that only the most qualified candidates advance.

Changes in Promotion Quotas

A major highlight of the amendments is the adjustment in promotion quotas. The promotion quota from civil judge (senior division) has been reduced from 65% to 50%. Promotions will now be granted based on a combination of merit and seniority, with officials required to qualify a suitability examination to be eligible.

Simultaneously, the promotion quota through the Limited Departmental Competitive Examination has been increased from 10% to 25%. This shift aims to encourage competitive excellence among serving judges.

Eligibility Criteria for Civil Judges

To be eligible for promotion under the new rules, civil judges must meet specific service requirements. They need to have completed at least 3 years of service in their current post and a minimum of 7 years of service within the Uttar Pradesh Judicial Service overall. These criteria are intended to ensure that only experienced and seasoned professionals are considered for higher judicial positions.

The amendments are expected to bring about a more transparent and merit-based system in the state's higher judicial service, aligning with modern judicial standards and practices.
