Joint Security Forces Apprehend Suspected ISIS Operative in Uttar Pradesh
A coordinated effort by the Uttar Pradesh Anti-Terrorism Squad (ATS) and Delhi Police resulted in the arrest of a suspected operative associated with the Islamic State of Iraq and Syria (ISIS) in Kushinagar district on Saturday night. The operation, based on meticulous surveillance and intelligence inputs, targeted Rizwan, a 30-year-old resident of the Padrauna area.
Background of the Accused and Previous Terror Links
Rizwan has a documented history of involvement in terror-related activities. He was previously arrested by Mumbai Police in 2016 in connection with a terrorism case and remained incarcerated until 2023. During his time in jail, he was accused of radicalizing youth, persuading them to leave Mumbai and join ISIS. Notably, he played a crucial role in radicalizing Ayaz Sultan, who subsequently departed India to join the extremist group.
Post-Release Activities and Renewed Extremist Connections
Following his release from prison, Rizwan returned to his native district of Kushinagar and established a food kiosk in Padrauna. However, investigators revealed that during this period, he allegedly re-established contact with ISIS-linked operatives using online platforms and encrypted communication channels. His activities drew the attention of central and state intelligence agencies, leading to a coordinated response.
Discreet Arrest and Seizure of Evidence
The arrest was conducted discreetly to prevent public panic, with officials emphasizing the need for caution. Electronic devices and documents were seized from Rizwan and are currently under examination for further leads. Preliminary interrogation indicates that he may have been attempting to expand his network or provide recruitment and logistical support for extremist activities.

Authorities have not ruled out the possibility of larger connections, and further questioning is underway to uncover any broader networks or plots. The joint team continues to analyze the seized materials to gather additional intelligence and ensure comprehensive security measures.
