Tuticorin Police Crack Teen Murder Case, Arrest Convicted Rapist on Bail
In a significant breakthrough, Tuticorin district police have arrested a 38-year-old history-sheeter for the brutal murder and sexual assault of a 17-year-old girl, nine days after her body was discovered. The accused, identified as Dharma Muneeswaran alias Maveeran from Sayalkudi in Ramanathapuram district, was previously convicted in another rape and murder case but was out on bail at the time of this crime.
Scientific Policing Leads to Arrest
South Zone Inspector General of Police Vijayendra S Bidari stated that meticulous and scientific policing methods were crucial in zeroing in on the suspect. The investigation involved 10 special teams comprising 150 personnel, who collected CCTV footage from 98 locations despite no cameras being available at the crime scene itself.
The victim, from a village in Tuticorin, was found dead in a bush approximately 300 meters from her home on the afternoon of March 11. She had gone missing the previous evening after leaving her house to answer nature's call. Her parents filed a missing person report, leading police to discover her body with clear strangulation injuries to the neck.
Extensive Investigation and Breakthrough
Superintendent of Police C Madan detailed the extensive investigative efforts:
- Nearly 300 ex-offenders from nearby districts were questioned
- 100 recently released prisoners were investigated
- Approximately 50 people underwent detailed inquiry
- DNA samples from five shortlisted suspects were analyzed but yielded no results
The breakthrough came when investigators linked a suspicious two-wheeler that had been abandoned near the crime scene and later gone missing. CCTV footage from a nearby windmill showed the vehicle's movement at the relevant time. Technical verification revealed the registration number had been tampered with, and the vehicle was identified as stolen from Ramanathapuram district.
Accused's Criminal History and Confession
Further analysis of jail release records led investigators to Dharma Muneeswaran, whose profile matched the CCTV evidence, stolen vehicle linkage, and intelligence inputs. The accused was secured on Thursday and confessed to the crime during police interrogation, according to SP Madan.
Dharma Muneeswaran has a serious criminal history. He was previously arrested in 2020 by Ettayapuram police in Tuticorin for another rape and murder case. In August 2024, he was convicted and sentenced to life imprisonment for that crime. However, he challenged the conviction before the Madras High Court and was granted conditional bail in December 2025 after the court suspended his sentence.
Legal Action and Preventive Measures
Kulathur police have altered the girl's missing case to a murder case under Section 103 of the Bharatiya Nyaya Sanhita (BNS) and relevant sections of the Protection of Children from Sexual Offences (POCSO) Act.
In response to this tragic incident, SP Madan announced several preventive measures:
- Arrangements have been made to install 10 CCTV cameras in every village
- Patrolling in every village will be intensified through female police officers (pink beat patrols)
The investigation was led by Additional ADGP Law and Order Maheshwar Dayal, South Zone IG Vijayendra S Bidari, and DIG Tirunelveli Range G Saravanan, demonstrating the high priority given to solving this heinous crime against a minor.
