Security Forces Mobilize in Gandhamardan Hills for Anti-Maoist Operation

Security forces are taking strategic positions in the Gandhamardan hills, which span the Balangir and Bargarh districts of Odisha, in preparation for a potential anti-Maoist operation. This mobilization follows specific intelligence inputs indicating that approximately 10 Maoists are believed to be hiding within the rugged and challenging terrain of the hill range.

Intelligence Points to Maoist Presence Led by Senior Leader

Police sources have disclosed that the group of Naxalites is being led by state committee member Sudarshan, also known by the alias Bikash. Sudarshan, aged 64 and originally from Telangana, has reportedly taken shelter in the Gandhamardan hills with the objective of reviving the weakened Maoist base in this region. The Maoists belong to the Balangir-Bargarh-Mahasamund division, which operates along the sensitive Odisha-Chhattisgarh border area.

According to ADG (anti-Naxalite operations) Sanjeeb Panda, "We have mobilized our full resources across the Gandhamardan hills to foil any plan of the Maoists. Their number is negligible, but we are taking all necessary precautions." The division has faced significant setbacks in recent years due to intensified police operations, leading to multiple surrenders and casualties among Maoist ranks.

Comprehensive Security Deployment and Surveillance Measures

Security forces have implemented extensive surveillance on possible transit and escape routes along the Balangir-Bargarh-Chhattisgarh border. The police have issued a stern warning, stating that Maoists have limited options: either surrender peacefully or face elimination in encounters. The deployment includes the district voluntary force, special operations group, and units from the Central Reserve Police Force (CRPF), all coordinated for intelligence-based operations in the hill range.

In a recent development, ADG Panda chaired a high-level meeting with key officials, including IGP (northern range) Himansu Lal, DIG (special intelligence wing) Akhileshvar Singh, Balangir SP Abilash G, and Bargarh SP Prahalad Meena. This meeting was convened to fine-tune the operational blueprint for the Gandhamardan operation, ensuring a cohesive and effective strategy.

Government's Surrender and Rehabilitation Policy Encourages Cadres

The state police are actively encouraging Maoists to take advantage of the government's surrender and rehabilitation policy. Since the launch of the revised policy for Maoists on November 27, 2025, at least 45 cadres have laid down their arms. These individuals are now eligible for benefits totaling approximately Rs 6.5 crore.

Of this amount, nearly Rs 4.5 crore accounts for the bounties that were placed on their heads, while an additional Rs 2 crore is being extended as instant cash incentives and rewards for surrendering weapons. "We welcome surrender by Maoists, but if they resist, we will use force. We are committed to meeting the Centre's deadline to eliminate Left-wing extremism by March 31," emphasized ADG Panda, highlighting the dual approach of offering rehabilitation while maintaining readiness for combat.

The ongoing operation underscores the continued efforts by security forces to curb Maoist activities in Odisha, leveraging both tactical deployments and policy incentives to achieve lasting peace in the region.
