Supreme Court Asks Government to Respond to PIL on AC Train Fare Concession for Acid Attack Survivors
The Supreme Court of India took a significant step on Monday. It sought the government's response to a public interest litigation. This PIL requests concessional air-conditioned class rail fares for acid attack survivors. The aim is to help them travel to well-equipped hospitals for periodic treatment.
Bench Led by Chief Justice Issues Notice
A bench led by Chief Justice of India Surya Kant issued the notice to the government. The PIL was filed by the NGO 'Atijeevan Society'. Their counsel presented strong arguments in court.
The counsel argued that acid attack survivors typically come from economically weaker sections of society. They are often forced to travel long distances. This travel is necessary to access life-saving and restorative medical treatment.
Challenges Faced by Survivors
The PIL highlighted several critical issues. Due to the nature of burn injuries, survivors experience persistent itching. This problem worsens after they undergo surgery. For these reasons, acid attack survivors often need to travel by train in AC coaches.
However, they cannot afford the high cost of AC tickets for frequent travels. The existing framework creates a major barrier. It prevents them from accessing the earmarked quota otherwise available to Persons with Disabilities.
They also cannot use the concessional railway fare facility. This double exclusion places an immense financial burden on survivors and their families.
Medical Necessities and Travel Requirements
Rehabilitation for acid attack survivors is a long and complex process. It necessitates multiple reconstructive surgeries. Advanced ophthalmic interventions are often required. Prolonged post-operative care is essential for recovery.
These specialized medical services are available only at a handful of elite tertiary institutions. These hospitals are located in metropolitan cities like Delhi, Chennai, and Hyderabad. Survivors from smaller towns and rural areas must travel repeatedly to these centers.
The PIL made a specific plea. It requested the inclusion of acid attack survivors within the PwD category. This inclusion would make them entitled to concession in rail fare. Such a measure would significantly ease their financial strain during treatment.
The Supreme Court's notice marks an important development. It brings national attention to the transportation challenges faced by acid attack survivors. The government's response will be closely watched by advocacy groups and the public.
