Russian National Detained in Kerala for Immigration Violations
In a recent incident in Punalur, Kerala, a Russian national was apprehended by local authorities for residing at a lodge without possessing valid identity or travel documentation. The individual, identified as Ilya Bilova, has been placed in judicial custody following her arrest.
Lodge Owner's Alert Leads to Arrest
The situation unfolded when the owner of a lodge situated near the Punalur railway station notified the police about a foreign guest who had checked in without submitting proper identification papers. Acting promptly on this information, a sub-inspector arrived at the location on April 10 to interrogate the woman.
During the questioning, Bilova confirmed her name and Russian nationality but declined to offer any additional information concerning her stay in India or her travel background. She consistently refused to cooperate with the investigation, failing to present a passport, visa, or any other official documents that could verify her identity and legal status in the country.
Police Investigation and Legal Proceedings
Preliminary inquiries by the police suggest that Bilova entered India through Delhi and subsequently traveled to Kerala by train. Authorities are currently working to authenticate her identity and trace her exact route and entry method. Despite being given the opportunity to contact the Russian consulate for assistance, she chose not to do so.
In response to the case, the police have registered a formal complaint under the provisions of the Immigration and Foreigners Act, 2025, and submitted a First Information Report (FIR) to the court. Bilova also did not cooperate with the collection of biometric data, further complicating the investigation. To ensure her legal rights are protected, the court has arranged for legal aid through appointed lawyers.
Police officials emphasized that ongoing efforts are focused on establishing her background and ensuring full adherence to legal protocols. The case highlights the importance of compliance with immigration laws for foreign nationals visiting India.
