Constable Devanand Kaivartya, who was posted at the Masturi police station, has been line-attached to the Bilaspur reserve centre following the circulation of a video showing him dancing with his wife. The reel was set to the popular Sambalpuri song "Hai Rani, Hello Rani" and quickly gained traction across various social media platforms.
Senior police officials have emphasized that such content recorded while wearing the uniform is completely unacceptable. The video attracted even more attention after the police department announced its disciplinary measures, with many members of the public expressing support for the constable's creative expression.
Police Investigation Finds Violation of Professional Standards
Bilaspur Senior Superintendent of Police Rajnesh Singh ordered a thorough investigation into the viral clip. The probe concluded that the constable's actions represented a clear violation of departmental discipline and professional standards expected from uniformed personnel.
"The police uniform is a matter of honour and authority, and it comes with significant responsibility," SSP Singh told reporters. "When you are in uniform, it implies you are on official duty. Dancing and creating such recreational content is not appropriate behavior for members of a disciplined, uniformed force who must adhere to the highest standards of conduct."
The police chief clarified that while motivational or contextually appropriate content created in uniform might not necessarily draw objections, "the taste and mood of this particular reel did not align with the discipline expected when wearing the uniform."
Previous Videos and Escalating Concerns
SSP Singh acknowledged that Constable Kaivartya had created other videos in the past that hadn't drawn official objections. However, he emphasized that this latest instance "crossed the line" and could potentially undermine the seriousness expected during law-and-order situations.
An internal inquiry confirmed that the dance act was inconsistent with maintaining the dignity of the police force. "The uniform is not merely attire—it symbolizes responsibility and cannot be used for personal entertainment or social media content creation," Singh stated firmly.
