Mumbai firm booked in Mohali for Rs 1.41 crore fraud

A major infrastructure project in Mohali's Sector 82 has become the centre of a serious criminal investigation, with police filing charges of fraud and theft against a prominent Mumbai-based company. The IT City police station has registered a formal case against Ensemble Infrastructure India Limited, its directors, and employees following a detailed complaint by a Noida-based contractor.

Contractor Alleges Financial Betrayal and Material Theft

According to the police complaint, the dispute began in April 2025 when officials from Ensemble Infrastructure approached contractor Love Anand. The company awarded him the electrical and low-voltage (LV) work contract for their project in Sector 82. The total value of this work order was a substantial Rs 1.41 crore, inclusive of GST.

Trusting the company's assurances, Anand made significant upfront investments. He procured materials, arranged equipment, and deployed manpower to begin the work promptly. By June 2025, work and supplied materials worth approximately Rs 86 lakh had been completed on site.

Payments Withheld and Alleged Illegal Entry

The situation deteriorated when payments for the completed work were consistently delayed. In his complaint, Anand alleged that the company "deliberately refused to release further bills" and intentionally withheld essential drawings and materials needed to continue the project. This action effectively blocked payments totalling an estimated Rs 80 to 85 lakh, crippling his operations.

The conflict reached a critical point on August 16, 2025. Anand accused the company's representatives of taking the law into their own hands. The complaint states that the accused individuals "broke the lock of our onsite store, illegally took possession of expensive tools, machines, and materials, and began using them without authorisation." This act transformed a commercial dispute into a potential criminal offence of theft.

Police Investigation Leads to Formal Case

The matter was first investigated by the DSP (Urban-2), Mohali, who looked into the contractor's allegations. The investigating officer confirmed the validity of the claims made in the complaint. Based on this investigation report, the Senior Superintendent of Police (SSP), Mohali, directed the IT City police to register a formal First Information Report (FIR).

The case has been filed under specific sections of the new legal framework – sections 316(2) and 318(4) of the Bharatiya Nyaya Sanhita (BNS) Act. These sections pertain to charges of fraud, criminal breach of trust, unauthorised entry, and theft.

The named accused in the FIR include the corporate entity, Ensemble Infrastructure India Limited, and a total of five individuals. Among the individuals named are the company's directors, identified as Vikas Rathore and Alpa Bhavsar. The case highlights the risks contractors face when large firms allegedly misuse their dominant position, turning business disagreements into legal battles with criminal dimensions.
