Lucknow Transport Department Launches Major Crackdown on Noise Pollution
The Lucknow transport department, in a coordinated effort with the city's traffic police, successfully concluded a rigorous two-day enforcement drive on Saturday. This targeted operation was specifically aimed at vehicles illegally fitted with modified silencers, hooters, sirens, and multi-toned horns that contribute significantly to noise pollution across the urban landscape.
Court-Ordered Enforcement Leads to Vehicle Seizures and Penalties
The comprehensive drive was executed in strict compliance with directives issued by the Lucknow Bench of the Allahabad High Court. During the intensive operation, authorities seized a total of nine vehicles found to be in violation of noise regulations. Additionally, challans were formally issued to 33 other vehicles that were discovered to have modified silencers installed, marking a substantial enforcement action against urban noise violators.
Authorities Target Supply Chain with Formal Warnings to Shop Owners
In a strategic move to address the problem at its source, transport officials formally notified owners of approximately 20 spare-parts shops located on Quinton Road, Bisheshwanath Road, and Capper Road near Lalbagh. These business proprietors were comprehensively briefed about the specific provisions of the Motor Vehicles Act pertaining to noise pollution violations. They were instructed to attend a mandatory meeting scheduled at the Regional Transport Office on April 20 to discuss compliance requirements and legal obligations.
Stringent Penalties Outlined for Violators and Suppliers
Lucknow Divisional Transport Officer (Enforcement) Prabhat Pandey emphasized the serious consequences facing both suppliers and vehicle owners. "Garages, workshops, or retail outlets involved in selling or installing modified silencers and hooters can face severe penalties including imprisonment for up to one year or fines reaching Rs 1 lakh," Pandey stated authoritatively. "Meanwhile, vehicle owners found with such illegal modifications may be subject to fines as high as Rs 10,000 for violating noise pollution regulations."
Legal Foundation in Public Interest Litigation Drives Enforcement
This enforcement initiative follows specific directions issued in an ongoing public interest litigation case. The Allahabad High Court has expressed mounting concern regarding the escalating problem of noise pollution in urban areas and has mandated strict enforcement measures against offenders. The court's instructions explicitly target not only vehicle owners but also sellers and installers of noise-enhancing devices, creating a comprehensive regulatory approach to the issue.
