In a significant move towards tech-enabled and responsive policing, the Kaushambi district police in Uttar Pradesh has successfully implemented a daily virtual public hearing system. This initiative, inspired by the Prayagraj police commissionerate model, is designed to expedite the resolution of public grievances and enhance accountability within the force.
The Daily Digital Connect: How 'JanSunwai' Works
Every day from 10 am to 2 pm, senior police officials in Kaushambi connect through a coordinated video conference under the 'JanSunwai' module. This digital assembly includes Station House Officers (SHOs) from all 14 police stations, the Deputy Superintendents of Police (DSPs) of all four circles, and an Additional Superintendent of Police. They all connect directly with the district's Superintendent of Police, Rajesh Kumar, to discuss and coordinate immediate actions on complaints received from the public.
SP Rajesh Kumar explained to TOI that this proactive, tech-driven exercise aims to establish a prompt grievance redressal mechanism. "This would help seniors to check whether their subordinates are in their office to listen to the public at the allotted timings or not," he added, highlighting the layer of monitoring and accountability the system introduces.
Tangible Impact: Fewer Complainants at SP Office
The initiative, which began under the SP's direct supervision in the first week of December, is already showing measurable results. A review of application data reveals a telling trend:
- Between November 23 and December 2, a total of 326 complainants visited the SP's office.
- Between December 3 and December 12, following the start of the virtual 'JanSunwai', this number dropped to 303 complainants.
This decrease indicates a growing public confidence in their nearest police stations. Citizens now feel their issues can be addressed locally without the need to travel long distances to the district headquarters, as the system ensures their complaints are escalated and monitored by top officials virtually.
Multiple Benefits of the Online Hearing System
SP Rajesh Kumar outlined several key advantages of this digital intervention. When a complainant approaches a senior officer, the officer can instantly connect with the concerned DSP or SHO online, discuss the problem, and issue directives for action. This process ensures swift resolution.
The online 'Jan Sunwai' also serves as a powerful tool for verification and oversight. It allows authorities to track the real-time status of investigations and helps in assessing the veracity of claims made by plaintiffs. Furthermore, the daily connect helps senior officials identify any laxity or negligence on the part of station-level officers, thereby improving overall discipline and responsiveness.
"This initiative not only ensures the quick and efficient resolution of problems but also saves the trouble of complainants travelling long distances to the SP office," the SP stated, emphasizing the citizen-centric benefit of the program.
By adopting this virtual coordination model, the Kaushambi police are setting a precedent for how technology can bridge the gap between the public and police administration, making grievance redressal more accessible, transparent, and effective.
