Karnataka Launches E-Courts Pilot Project to Digitize Judicial System
In a significant move towards modernizing the judiciary, the Karnataka government has announced the launch of a pilot e-courts project aimed at creating a paperless, citizen-centric judicial system. This initiative, unveiled by Chief Minister Siddaramaiah in the state budget on Friday, is designed to enhance efficiency, reduce costs, and improve transparency in court proceedings across the state.
Pilot Project Details and Infrastructure Development
The pilot project will be implemented in key cities including Mysuru, Bengaluru, Kalaburagi, and Dharwad. The government has allocated Rs 10 crores for this ambitious endeavor, with infrastructure already being developed at both new and old court complexes. According to an officer who spoke to TOI, office infrastructure has been created, and the project is set to launch soon. Staff appointments are also underway to support the transition to a fully digital environment.
All court processes will be completely paperless, following the model established by the Supreme Court of India. This includes digitizing case records, filings, and daily proceedings to minimize reliance on physical documents and manual processes. Training programs will be provided to legal professionals and court staff on e-filing and related procedures to ensure a smooth implementation.
Benefits of the Paperless Judiciary Initiative
Mysuru Bar Association President S Lokesh welcomed the move, highlighting its potential to modernize court functioning. "The initiative aims to digitize case records, filings, and daily proceedings, reducing dependence on physical documents and manual processes," he told TOI. With electronic case management, scheduling, and document tracking, courts can achieve greater transparency, minimize delays, and enhance accountability.
Litigants and lawyers are expected to benefit significantly from this digital transformation. Key advantages include:

Human-Animal Conflict Mitigation Program
In a related development, the Karnataka government has also taken steps to address human-animal conflicts through a comprehensive mitigation program. An outlay of Rs 1,500 crores has been reserved for the next five years, with Rs 269 crore allocated for the current year.
Bandipur Tiger Reserve director S Prabhakaran outlined various measures under this program, including:
- Installation of railway barricades and digging elephant-proof trenches to prevent elephants from leaving forest areas
- Implementation of early-warning systems, community patrols, and rapid response teams to prevent conflicts
- Improvement of waste management to avoid attracting wildlife
- Restoration of habitats and wildlife corridors
- Education programs for communities on safe behavior around wildlife
Wildlife Conservation Education Center at Mysuru Zoo
To further support conservation efforts, an interpretation center has been proposed at Mysuru Zoo to educate the public about wildlife conservation through audio-visual learning. Anusha P, executive director of Mysuru Zoo, announced that the center will be established under a Public-Private Partnership (PPP) model. A building within the zoo has been identified for this purpose, and applications will soon be invited from private institutions.
The center will feature:
- Short films and interactive displays explaining animal behavior, habitats, threats, and protection measures
- Digital kiosks and soundscapes for immersive learning experiences
- Exhibits highlighting endangered species, human-wildlife conflict, climate impacts, and the role of zoos in rescue, rehabilitation, and breeding programs
This educational initiative aims to raise awareness and foster a deeper understanding of wildlife conservation among visitors, complementing the state's broader efforts to mitigate human-animal conflicts and protect biodiversity.
