Kanpur CB-CID Nazul Land Sold for Rs 24.77 Crore, Case Filed

A case has been registered at the Kotwali police station in Kanpur following the alleged fraudulent sale of a Nazul land parcel belonging to the CB-CID office in Civil Lines for Rs 24.77 crore. The fraud came to light after an investigation was ordered by District Magistrate Jitendra Pratap Singh.

Case Registered Against Six Individuals

Police registered the case based on a written complaint filed by a lekhpal against six individuals, including three NRIs residing in the United States. The charges include fraud and criminal conspiracy. The sellers allegedly concealed facts related to the Nazul property and executed a sale deed in favor of SA Build High Private Limited Company. Following this, the district administration re-entered the land and re-declared it as Nazul property.

Investigation Ordered After Confidential Complaint

After receiving a confidential complaint regarding the sale deed of the Nazul land belonging to the CB-CID office located at Gwaltoli, the district magistrate ordered an investigation into the Nazul department's report and records. On February 29, 2026, SDM (Sadar) Anubhav Singh was tasked with investigating the entire matter.

Key Findings of the Investigation

The investigation revealed that in 1982, 4000 square metres of Nazul land had been given on lease. The leaseholders had neither deposited the lease rent for years, nor had they renewed the lease or converted the land to freehold. Despite these lapses, the land was sold to the company on June 25, 2012. At present, the value of this land, based on the circle rate, is estimated at approximately Rs 24.77 crore.

The investigation report stated that facts related to the Nazul land had been concealed during the sale, and it was wrongly shown as freehold land. Suit No. 39/2022 regarding this property was already pending in the civil court. Additionally, in another suit filed in 2019, it came to light that facts related to the ownership of the property had also been concealed.

Complaint Filed by Lekhpal

On April 17, 2026, lekhpal Hari Shankar Vishwakarma of Sadar Tehsil filed a written complaint stating that Plot No. 14/59A was sold in violation of rules. Police registered a case and began an investigation against the six named accused: Civil Lines resident Tarang Beri, Los Angeles resident Neeraj Beri, Pennsylvania resident Vikas Beri, Portland resident Manka Sharma, along with SA Build High Private Limited company and the company's director Ahmad Ehtisham. They were charged under sections 420 (fraud) and 120-B (criminal conspiracy) of the Indian Penal Code, as well as under the Prevention of Damage to Public Property Act, 1984.

The district magistrate stated that the case against the accused had been registered following an investigation into the complaint of selling the Nazul land.
