Why the Ban Has Been Imposed

Additional Commissioner of Police (Law and Order) Rajeev Pachar explained the critical reasoning behind the decision. He stated that aircraft participating in the Army Day parade rehearsals will be operating at a very low altitude over the parade ground area. This spectacle is expected to attract large crowds of spectators.

The primary concern is the severe risk posed by kites and, more importantly, the sharp 'manjha' (kite strings) to these low-flying aircraft. A collision or entanglement could lead to a catastrophic incident. Therefore, to eliminate this hazard and ensure public safety, authorities have invoked powers under the BNSS to impose these restrictions.

Specific Dates, Times, and Affected Area

The ban is geographically precise and time-bound. It will be enforced within a 5-kilometer radius of Mahal Road and Hare Krishna Marg in the Jagatpura area. The prohibition is not continuous but will be active on specific days and slots between January 2 and January 15, 2024.

The detailed schedule is as follows:

  • January 2, 3, 4, 6, 8, 10, 12, and 14: From 2:00 PM to 5:00 PM.
  • January 5, 7, 9, 11, and 13: From 9:00 AM to 12:00 PM.
  • January 15: From 9:00 AM to 1:00 PM.

This schedule covers the crucial rehearsal period leading up to Army Day.

Impact on Makar Sankranti and Police Appeal

A notable consequence of this ban is its impact on the traditional festival of Makar Sankranti, which falls on January 14. Kite flying is a central and beloved activity during this festival. However, on that day, the ban will be in effect from 2:00 PM to 5:00 PM, significantly curtailing the usual festivities in the designated zone.

The Jaipur police have earnestly appealed to all residents, especially kite enthusiasts, to cooperate fully with these restrictions. Officers have issued a clear warning that any person found violating the ban order will face strict legal action. The force has emphasized that these restrictions are temporary and will only remain active during the specified dates and times for the paramount cause of safety.
