Jharkhand High Court Seeks Update on AIIMS Deoghar Burns Ward Operations

The Jharkhand High Court has issued a directive to the All India Institute of Medical Sciences (AIIMS) in Deoghar, demanding a comprehensive report on the measures implemented to ensure the proper functioning of the burns ward at the hospital. This judicial intervention comes as part of an ongoing public interest litigation (PIL) that was originally initiated by the court itself.

Court's Specific Queries on Emergency Services

A division bench comprising Chief Justice MS Sonak and Justice Rajesh Shankar presided over the hearing on Wednesday. The bench explicitly instructed AIIMS Deoghar to provide detailed information regarding the current status of emergency services within the burns ward. Specifically, the court has asked the hospital authorities to clarify whether these critical emergency services have been officially commenced or if they remain pending.

Background: The Tragic Incident That Triggered the PIL

The PIL was first initiated by the Jharkhand High Court on August 30, 2022, following widespread media coverage of a heartbreaking case involving the death of a burn injury victim. The victim, a Class XII student from Dumka, was subjected to a horrific attack by a local miscreant identified as Shahrukh.

According to news reports, Shahrukh had been persistently harassing the young student for some time. After receiving no response to his advances, he forcibly entered her home while she was asleep, doused her with petrol, and set her on fire. The victim sustained severe burn injuries and was initially rushed to a local hospital before being referred to the Rajendra Institute of Medical Sciences (RIMS), where she tragically succumbed to her injuries on August 28, 2022.

Legal Proceedings in the Dumka Case

Following the incident, law enforcement authorities swiftly arrested Shahrukh along with an accomplice, and both individuals were subsequently remanded to judicial custody. The Dumka Sessions Court later conducted proceedings in the case, resulting in the conviction and sentencing of the accused persons for their roles in this heinous crime.

Judicial Scrutiny of Healthcare Infrastructure

The court's decision to initiate the PIL underscores its commitment to examining and improving healthcare infrastructure, particularly in specialized areas such as burn treatment facilities. By directing AIIMS Deoghar to report on the operational status of its burns ward, the judiciary aims to ensure that such tragic incidents do not recur due to inadequate medical facilities.

This case highlights the critical intersection between legal accountability and healthcare accessibility, with the court taking proactive steps to address systemic gaps in emergency medical services. The response from AIIMS Deoghar is now eagerly awaited, as it will shed light on the hospital's preparedness to handle burn injury cases effectively.
