Goa Police Seeks Interpol Notice for UK Owner of Fire-Ravaged Nightclub

In a significant development following the tragic fire at a North Goa nightclub, the police have now moved to involve Interpol in their investigation. Authorities have started the formal process to issue a Blue Corner Notice against the British national who owns the property where the blaze occurred.

Targeting the Property Owner

The Goa Police confirmed on Saturday, December 20, 2025, that they are seeking an Interpol Blue Corner Notice against Surinder Kumar Khosla. Khosla, a UK national, is the legal owner of the land in Arpora where the "Birch by Romeo Lane" nightclub was operating from an unauthorized structure. The notice is intended to locate Khosla and ensure his presence for the ongoing probe into the fire that claimed 25 lives, including five tourists, two weeks ago.

Police had previously named Khosla as an accused in the case, alleging he leased the property to the operators. A Look Out Circular (LOC) had already been issued against him to prevent him from leaving the country.

Deportation of Key Accused

The action against the property owner comes in the wake of a major breakthrough involving the club's operators. Two brothers, Gaurav and Saurabh Luthra, who were partners in the firm M/S Being GS Hospitality Goa Arpora LLP that ran the nightclub, were deported from Thailand earlier this week. Indian law enforcement agencies had requested their detention.

The Luthra brothers were apprehended at a hotel in Patong, Thailand, last week. Following their deportation, they were taken into custody by the Goa police. A district court in Goa subsequently remanded both brothers to five days of police custody on Wednesday, December 18.

Investigators revealed a hurried escape attempt by the duo. They booked flight tickets from Delhi to Phuket at 1:17 am on December 7, a mere 90 minutes after the fire broke out around midnight. They boarded the 5:30 am flight on the same day, hours after the devastating incident.

The Legal and Property Framework

Documents show that the hospitality firm, which also lists Ajay Gupta as a partner, entered into a license agreement with Surinder Kumar Khosla on November 28, 2023. The agreement was for leasing a property named 'Cordonicho Agor' at Sankwadi Arpora, measuring a substantial 31,200 square metres.

The police maintain that the nightclub was functioning from an illegal construction on this leased land. The move for an Interpol Blue Corner Notice underscores the international dimension the investigation has taken, as authorities seek to hold all parties linked to the property accountable.

The tragedy has cast a harsh spotlight on safety regulations and unauthorized constructions in Goa's popular coastal areas. The police investigation continues to unravel the sequence of events and the chain of responsibility leading to one of the state's deadliest fire incidents in recent years.
