Goa Line Helpers Petition High Court for Salary Revision and Arrears

The Bombay High Court has issued notices to the state government of Goa and the chief engineer of the Goa electricity department, calling for their responses in a significant case concerning the welfare of line helpers. This action comes in response to a petition filed by a group of line helpers who are seeking a revision of their salaries and the payment of long-overdue arrears.

Grounds for the Petition

The petition, led by Sanju Gawade, Shivraj Gaonkar, and other representatives, argues that the line helpers have not been compensated in accordance with the recommendations of the 6th and 7th Pay Commissions. These pay structures were implemented by both central and state governments, yet the line helpers claim they have been paid salaries below the minimum prescribed levels.

Representing the interests of at least 310 line helpers, the petitioners detailed that since 2008, there has been a monthly shortfall of Rs 1,260 in their initial salaries. In addition to aligning their pay with the Pay Commission guidelines, they are also seeking an increment of three percent to compensate for this persistent shortfall.

Impact on Financial Security

The financial implications of this underpayment are severe and far-reaching. The line helpers emphasized that the shortfall has not only affected their monthly earnings but will also impact their retirement benefits. Key components such as pension, gratuity, and leave encashment are at risk due to the lower salary base, potentially jeopardizing their financial security in later years.

To address these issues, the petitioners have demanded the payment of arrears along with applicable interest, aiming to rectify the historical discrepancies and ensure fair compensation moving forward.

Legal Proceedings and Representation

The case is scheduled for its next hearing on June 17, where further arguments and evidence will be presented. Advocates Shashikant Joshi and Swapna Joshi are representing the line helpers in this legal battle, highlighting the collective effort to secure justice for the workers.

This petition underscores ongoing challenges in public sector wage compliance and the critical role of judicial intervention in upholding workers' rights. The outcome could set a precedent for similar cases involving government employees and contractual workers in Goa and beyond.
