Major Cyber Fraud Uncovered: Five Arrested for Massive Fake Birth Record Operation

In a significant crackdown on digital fraud, the Usmannagar police in Chhatrapati Sambhajinagar, Nanded, have apprehended five individuals hailing from Jharkhand. The arrests come in connection with a sophisticated scheme involving the alleged creation of a staggering 15,569 counterfeit birth records on the Maharashtra government's Civil Registration System (CRS) portal.

Exploitation of Gram Panchayat Credentials

The fraudulent activity was executed by illicitly accessing and misusing the login credentials of a gram panchayat. According to police reports, an unidentified person allegedly infiltrated the online CRS portal, which was under the custody of Bhavana Kawale (35), a gram panchayat officer from Savaleshwar in Kandhar taluka. This unauthorized access facilitated the generation of the bogus birth entries over a seven-month period, spanning from May 1 to November 30, 2025.

Legal Action and Investigation Details

Following the detection of these manipulations during a routine scrutiny of records, a formal complaint was lodged by Officer Kawale. The Nanded police swiftly registered a First Information Report (FIR) against the accused under multiple sections of the Bharatiya Nyaya Sanhita (BNS) and the Information Technology Act.

The charges include:

  • BNS Sections 318(4), 337, 336(3), 340(2), and 338 for offenses related to cheating and forgery.
  • Sections 65 and 66 of the Information Technology Act, which pertain to computer-related offenses and unauthorized access.

Nanded Superintendent of Police Abinash Kumar emphasized the gravity of the case, stating, "The manipulation was detected during a scrutiny of records, following which a case was registered, and a detailed cyber investigation initiated." This statement underscores the proactive measures taken by law enforcement to address the cybercrime.

Implications and Broader Context

This incident highlights critical vulnerabilities in government digital systems and raises concerns about data integrity within civil registration processes. The creation of such a large volume of fake birth records not only constitutes a severe act of cheating against the Maharashtra government but also poses potential risks to national security and administrative accuracy.

The arrest of the five suspects from Jharkhand points to a cross-state criminal operation, suggesting organized efforts to exploit technological loopholes. Authorities are continuing their cyber investigation to uncover further details and possibly identify additional accomplices involved in this elaborate fraud.
