The Dibrugarh district administration has taken a decisive step to curb the spread of extremist ideology by issuing a comprehensive ban on radical or ‘jihadi’ literature and related materials. The directive, issued on May 11 by Additional District Magistrate Pranjal Baruah, prohibits the publication, printing, circulation, distribution, sale, exhibition, possession, and storage of any such content.

Legal Framework and Enforcement

The order has been enforced under Section 98 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, referencing an Assam Government notification dated December 3, 2025. This legal provision empowers the administration to take preventive action against materials that threaten public order and security.

Targeted Organizations

The directive specifically targets content linked to banned extremist outfits, including:

The prohibition extends beyond physical materials to encompass digital platforms. It covers websites, social media pages, encrypted channels, online groups, and any other digital medium propagating extremist content connected to these organizations.

Implementation and Reporting

The communication has been addressed to the Senior Superintendent of Police, Dibrugarh, with clear instructions for strict compliance and necessary action. Police authorities have been directed to identify cases of violation and report them along with subsequent actions taken to the DM’s office. This ensures a robust mechanism for monitoring and enforcement.

This move underscores the administration’s commitment to maintaining law and order and preventing the spread of radical ideologies in the district. Residents are urged to remain vigilant and report any suspicious materials or activities to the authorities.
